Guiding Principles Without clear and tangible deed restrictions tied to the market rate units created in the LUA "preferred" alternative, the likelihood that a majority, at least 50% of the units, will be occupied by non primary residents. This means that when the units are occupied, they will involve people driving from locales out of the region. Given the emphasis on increasing density without restricting the units to the local workforce, we are doing a disservice to the social and environmental fabric of the town. The building industry is a major contributor to GHG emissions. We are creating bigger buildings but missing the mark on who the units are serving. Another thing to consider are the impacts tied to the transportation of the multi -family units. There is a trend of bringing housing units from outside locations, This will contribute to GHG emissions and eliminates the use of local labor to build the main structures, other than finishing the units in place when they arrive on site. We must be clear and direct about creating housing that serves the local workforce. If we are only committed to 15% affordable units then we must commit to ensuring that ALL units are serving Truckee's need and not catering to second home owners or vacationers. CAP -7 Has the town researched with TDPUD subsidizing the cost of solar panels for all or most homes that receive an adequate amount of sun to offset energy usage? Appendix B - Downtown Truckee Plan This section states that no increased density has been proposed beyond the existing Downtown Specific Plan. This seems like a lost opportunity given we should be increasing density in the core of town and not the periphery. Had the focus of the LUA process been to identify opportunities for increased locals' housing in the town core and supportive services, we would be honoring the existing General Plan's goals for focusing development in the core of town.
