The CAP Element goals sound optimistic. However, I am concerned that we are essentially saying that
30.9% of the MTCO2e to meet the 2040 goals is not included in the CAP Element goals and that we are
relying on future climate change science and technology to adjust this at some future point. Given the
urgency of climate change, we need to be setting our goals, policies, and actions to realistically achieve our
2040 MTCO2e goals, not pushing this into the future. Why are our policies and actions not addressing this
and getting us to our actual 2040 goal?
