Approval of Agenda: Jim moved and Heidi seconded approval of the agenda. Motion carried on a voice vote, with all voting in favor. Approval of Minutes: Jim moved and Mitchell seconded approval of the May 19 and May 29 minutes as published. Motion carried on a voice vote with all voting in favor. Financial Report: Amy provided an explanation of Cultural Arts Commission funding sources between JC Parks fund and the City general fund. New Business: Commission members discussed the public mural permit application for 619 E. Capitol Ave. Holly recused herself from the discussion to avoid conflict of interest. The original design measured approximately 6’ high by 8’ wide. Current City Code requires murals to be at least 500’ from each other, which prevents another work going on the same fence. Ken suggested exploring an ordinance to change the distance restriction and possibly approaching Board of Adjustment if needed. Heidi was concerned that putting art on a property owned by a commission member would be perceived negatively. Mitchell reported that in his experience, it is a struggle to find a property for a mural. Natalie requested that the mural design be extended and the commission can vote on it at the next meeting. Commission members also requested that more aspects of Jefferson City be incorporated in the design. Leann will approach the artist to request extending the mural wider. If a design is prepared within next two weeks, a special meeting may be scheduled prior to the regular meeting to vote on the mural design. Old Business: Leann provided an update on Sculpture on the Move pieces. “Dissident” was installed on June 4 on Capitol Ave. Several commission members engaged with the community on social media to promote the piece. The second sculpture, “Soccer Dude”, is scheduled to be installed on June 26 at Ellis-Porter Riverside Park playground. Other Business: Leann announced that JC Parks staff may work with Planning and Protective Services Department on a comprehensive plan public meeting. To get more public involvement, the meeting will include a local photography exhibit and competition that complements the themes of the comprehensive plan. The event is tentatively scheduled for October at McClung indoor pavilion. Adjourn: Next regular meeting is scheduled for Tuesday, July 21, at 12:00 pm. Jim moved and Katy seconded adjournment of the meeting. Motion carried with all voting in favor. Meeting was adjourned at 12:59 pm.
