Do you have reference documents to upload?* Yes No 1.We need to update our 2017 100% Renewable Resolution. We should remove outdated information, add 2025 and 2035 interim goals, and align it with State goals. 2.Since we are not meeting the State or our targets after 2030, we need to add additional measures to this CAP to get there. 3.Solar LED street lighting should be the default unless there is a reason not to do this. Add an action to deploy a replacement program to convert all our street lights and support other areas to do the same. 4.Add a goal to encourage and support other local agencies to perform regular GHG inventories and share the data with the Town for its dashboard and the CTA. You cannot manage what you do not measure. 5.Transportation CAP goals 1-5: a.Change the responsibility to “Public Works Department and other appropriate agency/business partners.” We cannot do this alone. b.CAP 4.B EV Charging stations: What does midterm equal? I think this should be done in the next 2 years. The transition to EV will happen faster if people see it is available for them at work. Add an incentive program: charging is free for a period of time or for 2 hours per day per staff member. Partner with TDPUD and Liberty. c.CAP 4.C needs to be on the short timeframe with 4.B. 6.Open Space CAP goal 6: a.CAP 6.A: This plan needs to be done in the short term to align with CAP 6.B. SBC and the CTA can help with this. Implementation can be midterm. 7.Building CAP goals 7 & 8: a.CAP 7.2: Add an Action item: “Invest in education and outreach about the multiple benefits of reducing building energy usage and conversion to electric space and water heating.” per the CAP intro paragraph: “In addition to mitigating GHG emissions to address climate change, reducing fossil fuel use in communities has many additional benefits, or “co-benefits.” For example, retrofitting homes and businesses to be more efficient creates local jobs, reduces energy costs, improves air quality, and improves community members’ health. In addition, money not spent on energy is more likely to be spent at local businesses, improving the local economy.” b.Action 7.A: in the bullet about 20% & 15% reduction by 2030, add another goal of XX% by 2035 and XX% by 2040. We need to continue these milestones to meet the state overall GHG reduction targets. c.Action 7.B: Based on the information provided by SWG, the renewable natural gas supply goal of 25% by 2030 is not achievable. I recommend instead of a % renewable, change these targets to a % GHG reduction in natural gas. That would incentivize our gas provider to create ways to achieve those goals. If they cannot, we will need to achieve the targets by reducing the use of natural gas. Again, add targets for 2035 and 2040. d.CAP 7.C: This should include the implementation of a time-of-use electric rate for both Liberty and TDPUD. We need to minimize the use of electricity during the evening ‘dirtiest’ hours of production (Duck curve). e.CAP 7.F and 7.H: The Town must go beyond ‘encourage’. We must set up a program to provide resources to other agencies to support their efforts. This should be done in collaboration with our utility providers support as well. This program could also support businesses. f.CAP 7.I: Change ‘Promote incentives’ to ‘Provide and promote incentives.’ We have set money aside for this and must budget for this into the future to achieve our targets. 8.CAP 8.A: Update this to show we are on target to adopt this in 2022 with a 2023 implementation in alignment with the code cycle update. 9.Organic Waste CAP 9: a.CAP 9.A: For a while we handed out free small bins for residents to collect food waste and transport it to the collection sites. Add an action to restart that program for residents. b.CAP 9.D How is this funded and is it enough funding for this program to be expanded to all schools? 10.CAP 10 Overall Consumption: Add an action to start a reusable mug and container program (like other cities have done). 11.CAP 11.B: YES! This is absolutely necessary to successfully implement this Climate Action Plan. Thank you! 12.CAP 11.F: The CAP should be updated every 4 years. This would engage each term of the Town Council, keep up with the rapidly changing technologies, and adopt GHG savings from new government policies that impact our goals. This will allow us to adjust the programs based on a more accurate assessment of our GHG reductions and support our future goals.
