Call to Order:
Meeting was called to order at 12:02 pm by Chair Holly Stitt.
Approval of Agenda:
Jim moved and Katy seconded approval of the agenda. Motion carried on a voice vote, with all
voting in favor.
Approval of Minutes:
Katy moved and Jim seconded approval of the July 21 minutes as published. Motion carried on
a voice vote with all voting in favor.
New Business:
Amy introduced the topic of the role that the commission plays to enhance cultural arts in the
community as well as specifying that role as the commission moves forward. Heidi suggested
focusing on long range plan since the budget has become inconsistent. Holly stated we could
become more involved in the public art approval process. Mitchell suggested we could act as a
liaison between art organizations and City Council, which is not dependent on a budget. He also
requested that Planning and Protective Services consider moving the mural application process
to be administered by Cultural Arts Commission. Amy will meet with appropriate city staff and
present a staff recommendation at next meeting.
Amy asked commission members if they felt a need to amend City Code that limits public
murals to one per 500 feet radius. She said this restriction could affect potential projects in the
future. Katy moved and Lori seconded a motion to request an amendment that removes “No
mural shall be located closer than 500 feet to any other mural” from City Code. Motion carried
on a voice vote with all voting in favor.
Other Business:
Leann provided updates on sculptures. One arm on sculpture Soccer Dude was damaged the
previous weekend. She will contact artist to determine if the sculpture needs to be repaired,
replaced, or removed. 2 14-foot tall metal coneflowers built by Chris Felbar will be painted and
then installed at Community Park in the near future.
Go into Closed Session:
At 12:47 pm, Heidi made a motion to go into closed session to discuss Legal Actions and
Contracts pursuant to Sec. 610.021(1) (2). Katy seconded the motion. On a roll call vote, the
motion passed with all voting in favor.
The meeting reconvened at 12:58 pm.
Adjourn:
Katy moved and Jim seconded adjournment of the meeting. Motion carried with all voting in
favor. Meeting was adjourned at 12:59 pm.
