Call to Order:
Meeting was called to order at 12:01 pm by Chair Holly Stitt.
Approval of Agenda:
Katy moved and Jim seconded approval of the agenda. Motion carried on a voice vote, with all
voting in favor.
Approval of Minutes:
Katy moved and Mitchell seconded approval of the August 18 minutes as published. Motion
carried on a voice vote with all voting in favor.
New Business:
Amy informed commission members that JC Parks staff is working with a group of community
members to select sculpture pieces to be placed at Community Park. A call-to-artists will be
released later this year that asks artists to create pieces inspired by stories from the Foot
District during times of segregation. The committee’s goal is to have pieces selected by
February and installed by June 2021.
Old Business:
Ahnna reviewed with the Commission the section of City Code referring to murals. Members
asked that both items in Section 3-35 A. “Location” be amended. After discussion, Ahnna stated
that she will email additional changes to commission members to review at a future meeting.
Once approved by commission members, this recommendation can move forward to Planning
and Zoning Commission.
Amy provided an update on the 619 E. Capitol Ave. mural permit application. The mural will go
before Historic Preservation Commission this evening and the administrative hearing is
scheduled for September 24. If approved by both groups, the application will move forward for
City Council approval pending permissive use being granted due to the fence being located on
City property.
Other Business:
Leann updated the commission on Porchfest progress. The event will be held virtually on
October 4. She asked that commission members submit a picture of public art by September 30
so that she can include them in the virtual event.
The coneflower sculptures have been installed at Community Park.
The Chalk Art Festival was virtual this year. It was successful, with 280 submittals to date.
Category winners will be announced later this month.
Amy reported that the fiscal year 2021 budget was approved. Public Art account in general fund
was budgeted $0.

favor. Meeting was adjourned at 12:54 pm.
