Call to Order:
Meeting was called to order at 12:04 pm by Chair Holly Stitt.
Approval of Agenda:
Mitchell moved and Katy seconded approval of the agenda. Motion carried on a voice vote, with
all voting in favor.
Approval of Minutes:
Jim moved and Katy seconded approval of the September 15 minutes as published. Motion
carried on a voice vote with all voting in favor. A roll call vote was taken to approve August 18
closed meeting minutes. On a roll call vote, the minutes were passed with all voting in favor.
New Business:
No new business.
Old Business:
Commission members discussed the timing of proceeding with mural code amendment
recommendations. Ryan recommended postponing code changes until open permits were
finished. Members decided to table discussion until the Capitol Avenue mural permit application
was finalized.
Amy provided an update on the 619 E. Capitol Ave. mural permit application. City Council
approved permissive use of the fence on the property, reserving the right to place a mural. The
application will proceed to Public Works and Planning Committee for approval at the November
12 meeting. Staff will draft a report to be presented at that meeting.
JC Parks Cultural Arts Specialist Report:
Amy relayed Leann’s projects over the last month. Curious George wooden cutouts were
mounted throughout Memorial Park during Storybook Trail to add a seek-and-find art element to
the event. Little Free Libraries have been temporarily removed from park locations to undergo
renovations. Community Park Sculpture Series committee meets this afternoon to finalize the
call-to-artists that is scheduled to be published next month.
