As part of the General Plan Update, Council established a robust public engagement process for maximum participation, including a General Plan Advisory Committee (GPAC). The GPAC is a stakeholders group whose regular involvement in the development of the 2040 General Plan, would contribute to a community-based planning approach with representation from a variety of perspectives. Marketing and Visitor Services Committee - Council formed this subcommittee at the March 11, 2014 Council meeting to review and recommend programs and services provided for Marketing and Visitor Services in Truckee. Not met in two years. Chamber contract expires in 2020 and staff is looking for Council members to assist with reviewing this contract. Reimagine Bridge Street - Council formed the Reimagine Bridge Street committee and approved the mission statement for the committee on September 25, 2018. This committee sets meetings on an as needed bases to advice staff. COUNCIL DESIGNATIONS FOR STATE LIAISONS Legislative Correspondence Subcommittee (2) Mayor Vice-Mayor - Staff requested Council create a subcommittee that could consider items under consideration by the County, State or Federal Government that have an impact on Truckee. These items typically require a response in a very limited amount of time. Staff has convened this group on an as-needed basis to formulate letters to our legislators regarding issues of importance to the Town. League of California Cities Liaison - All Council members have the ability to attend regional, as well as state-wide, conferences and help the League better understand and represent the Town of Truckee. Several years ago, Council began designating two members. This designation has worked similarly to the Legislative Correspondence Subcommittee that staff will contact on an as-needed basis. Institute for Local Government Beacon Program Designee - Council approved the Town's participation in the Beacon Program (Resolution 2017-13) in April 2017. COUNCIL REGIONAL INTEREST COMMITTEE SEATS Nevada County Local Area Formation Commission - Local Area Formation Commission (LAFCo) appointments are made by the *City Selection Committee. There is a seat on LAFCo for each city, however each year one of the city members rotates to an alternate position. The primary function of California LAFCos is to encourage the orderly growth and development of local agencies. LAFCo's responsibilities include review of and action on proposals for: 1) formation of new local public agencies, 2) change in boundaries of existing local agencies, and 3) other changes in organization of local agencies, such as consolidations. Nevada County Remote Access Network Board - The Board was established by Nevada County as a state requirement that looks at equipment purchases related to local access to the Department of Justice Automated Fingerprint Systems. The Board rotates the membership each year between the Mayors from Grass Valley, Nevada City and the Town of Truckee. This means Truckee's Mayor would only serve once every three years (if there is a need for the Board to meet). Mayor/Manager Meeting Designee (Mayor) - The cities of Grass Valley, Nevada City, Truckee and Nevada County Mayors, Board Chair and Managers meet on a regular basis to build relationships and to discuss items and issues of regional concern. Nevada County Transportation Commission (NCTC) - The Mission of the NCTC is to Plan, Communicate and Coordinate with the citizens and decision makers of Nevada County, Grass Valley, Nevada City, Truckee, and Caltrans to create a balanced regional transportation system. The Nevada County Transportation Commission is made up of seven members. Four members are appointed by the Board of Supervisors and three are appointed by the incorporated municipalities in the County. The Town Council appoints a member to represent the Town on NCTC. Truckee River Basin Water Group - A group of interested citizens, representatives from non­profit organizations and government agencies formed to understand and influence the implementation of the Truckee River Operating Agreement as it affects the Truckee River and its tributaries between the Tahoe Basin and the Nevada state line. Tahoe Truckee Airport Land Use Commission (TTALUC) - The TTALUC is currently run by NCTC and is responsible for the Airport Land Use Compatibility Plan (LUCP). This establishes allowable land use around and in the flight path of the airport. *The City Selection Committee selects two representatives to sit on the Commission, the two counties' Boards of Supervisors select two members, the two counties' Airport Managers select two members, and the six members select one member at large to serve. Truckee Donner Chamber of Commerce Liaison - The primary responsibility is to attend monthly Chamber board meetings and facilitate information sharing between the Chamber and the Town on items of mutual interest. Meetings are the third Tuesday each month at 2:30 p.m. (to 3:30). Truckee Tourism Business Improvement District (TBID) - January 2018 Council decided to have a liaison attend the TBID meeting. Meetings are the first Wednesday of each month from 12:00 p.m. to 2:30 p.m. The initial TBID term is set to expire September 2020 and in 2019 the Town will begin considering renewal for a second term. Nevada County Economic Resource Council (ERC) - Currently Nevada County Supervisor Richard Anderson and the Chamber of Commerce are working to get a seat on the ERC for an East County representative. Mountain Housing Council - In January of 2017, Council committed to funding the Mountain Housing Council and as a funding partner, Council has a seat on the Mountain Housing Council. This Council is focusing on Regional Housing needs. Council Member Goodwin along with (Tony Lashbrook and) Jeff Loux, Town Manager and Yumie Dahn, Associate Planner, have participated in the Council. David Tirman also has been attending the Housing Council meetings. Nevada County Redevelopment Successor Agency Oversight Board - This Board was established to unwind redevelopment. In March 2012, the Redevelopment Successor Agency Oversight Board held its first meeting. In July of 2018 the Oversight Board responsibility will move to Nevada County. The Board reviews decisions made by the Successor Agencies as required by the legislation. Sierra Climate Adaptation and Mitigation Partnership – Run buy the Sierra Business Council, is a cross-sector partnership that promotes and facilitates regional climate adaptation and mitigation strategies, serves as a climate action capacity-building hub for Sierra/Cascade communities, and fosters urban-rural connections to build statewide investment in our region's communities and natural resources. In 2019 Suzie Tarnay was selected to represent the Town of Truckee’s interest in this partnership. * The City Selection Committee is made up of the Nevada County incorporated cities Mayors and is staffed by the Nevada County Board of Supervisors.
