Approval of Agenda: Jim moved and Katy seconded approval of the agenda. Motion carried on a voice vote, with all voting in favor. Approval of Minutes: Jim moved and Emily seconded approval of the June 15 minutes as published. Motion carried on a voice vote with all voting in favor. New Business: Alicia Edwards was introduced as the newest Cultural Arts Commission member. She joins the commission as a voting member representing JC Parks Commission. Associate City Counselor Dustin Birch presented highlights regarding Ordinance 16154 Electronic Meetings. He indicated that written permission is now required by the City Administrator in order to conduct a meeting fully by videoconference. Also, the chair may permit individual members to videoconference in, provided that no more than half the commission attend by videoconference. When a member videoconferences in, their face must be visible during the meeting. Old Business: Amy invited Associate City Counselor Birch to present his feedback on the draft mural code amendment. His sole recommendation was to clarify the meaning of “projecting” in Section 3- 36.A.2.a. Emily motioned to amend Section 3-36.A.2.a to read “No mural can extend no more than 12 inches over public sidewalk.” Jim seconded the motion. Motion carried on a voice vote, with all voting in favor. Amy will draft a bill summary. Councilwoman Ward suggested presenting the proposed bill summary to Public Works and Planning Committee before moving it to City Council. Amy updated commission members on new website progress. The site is approximately 75% complete. She will have commission members review the site before going live in the next month or so. JC Parks Cultural Arts Specialist Report: No report. Other Business: No other business. Adjourn: With no further business, Holly adjourned the meeting at 12:52 pm.
