Action CC-6.C
User-Friendly Development Code
Consider amendments to the Development Code or develop a user-friendly informational document to
make the code more understandable, simpler, and accessible to the broader community. [Source: New
action]
Rationale for change: Making amendments simpler advances the objective of making them more user-
friendly.
Action CC-2.A
Lighting Inventory and Compliance Program
Conduct an inventory to identify the most serious instances of light pollution, including potential festoon
light pollution, in Truckee. Implement a program to work with relevant public and private property owners
to retrofit, remove, or replace polluting fixtures. [Source: 2025 General Plan, Community Character
Element, Action A4.2]
Rationale for change: The increasing popularity of festoon lighting is also increasing its impact as a potential
source of light pollution. The revision recognizes that festoon lighting can be a potential source of light pollution.
Action CC-1.C
Tree Preservation Vegetation Enhancement Standards
Review the Development Code for opportunities to strengthen the tree preservation ordinance to protect
mature, significant trees, strengthen regulation on unpermitted removal of trees and grading disturbance,
and ensure tree succession planting where possible in the project development process, and re-forestation
of shrublands, while ensuring that regulations are not in direct conflict with wildfire management goals.
[Source: New action]
Rationale for change: Tree removal in the course of development projects and easement expansions has
reduced forest cover and carbon storage. The purpose of expanding the Tree Preservation standards to
include re-forestation is to partially offset the loss of native trees, increase carbon sequestration, reduce
soil-water evaporation, reduce radiative heating of soil surfaces, and increase shade in areas currently
dominated by sagebrush and antelope bush.
