ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Absent: None A quorum was present. ADOPTION OF THE AGENDA A motion was made by Councilmember Ward and seconded by Councilmember Wiseman to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Mayor Tergin read a pandemic update provided by Kristi Campbell, Director of the Cole County Health Department. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR Councilmember Wiseman motioned to approve the recommended appointments to the following Heartland Port Authority and the boards and commissions. Councilmember Spicer seconded the motion. The motion passed unanimously. a. Heartland Port Authority Appointment – Rick Mihalevich b. Jefferson City Regional Economic Partnership (JCREP) Introduction and Presentation – Luke Holtschneider, President/CEO ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration - The next scheduled meeting is Wednesday, December 1st at 7:30 a.m. in the Boone-Bancroft Room at City Hall. • Finance Committee – There will be no November meeting. • Public Safety Committee – The next scheduled meeting is Thursday, December 30th in the Police Training Room. • Public Works & Planning Committee – The next scheduled meeting is Thursday, December 9th at 7:30 a.m. in the Boone-Bancroft Room at City Hall. Staff announcement: Sonny Sanders, Director of Planning & Protective Services announced the State CDBG-CV Request for Proposals for public service, community facilities, and planning services projects. There will be workshop for applicants this Thursday from 4:30 p.m. – 6:00 p.m. at City Hall. The workshop will be recorded for other potential applicants to view. The application deadline is December 5, 2021. Mayor Tergin made the following announcements: • There were numerous Veterans Day activities in the City to honor veterans. • December 1 – Special Olympics Polar Plunge will take place on Madison Avenue • December 2 – Mayor’s Christmas Tree Lighting on Bolivar Street • December 3 – Governor’s Christmas Tree Lighting and Downtown Living Windows • December 4 – Annual Christmas Parade LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. Councilmember Schreiber motioned to adopt RS2021-16. Councilmember Wiseman seconded the motion. RS2021-17 was passed by the following roll-call vote. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Councilmember Spencer requested a presentation from the Parks and Recreation Department on the Ellis Porter Riverside Park Project. Parks Director Todd Spalding replied that they would provide a presentation. Councilmember Spencer asked Fire Chief Matt Schofield about the condition of the firefighter who was injured on duty the previous night. Chief Schofield indicated that he has been passing along everyone’s concern to him. The firefighter was released from urgent care and is receiving treatment for his injuries. APPROVAL OF NOVEMBER 1 CLOSED SESSION MINUTES Councilmember Wiseman motioned and Councilmember Vogt seconded the motion to approve the November 1st closed session minutes. The motion passed by the following roll-call vote. Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: None UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Spicer, and approved unanimously at 6:56 P.M.
