SUMMARY STATEMENT:
The applicant is a single
person with only one source of income. The Income Tax Statement for 2001 shows a total income of $2534.00. The applicant currently holds a part time job with a gross pay of $600.00
per month ($7200.00 annually). If approved, the hardship would be effective for the December service that will be billed January 14, 2003.
The amount of relief is to be determined
by Council. Staff recommends that the hardship be granted at the “relief base rate” for a family of one. The rate would be $22.50 per month with a usage limit of 6,000 gallons. Any
usage over this limit would be charged at $1.04 per 1,000 gallons. Sewer would be charged at the current rate of $24.50. This would result in a total monthly bill of $47.00 if the
applicant continues to have the same usage. The current water base rate is $38.70 per month. Granting a hardship to the applicant would cost the City $16.20 per month plus usage up
to $1.04 per 1,000 gallons.
Staff also recommends that the past due balance on the applicant’s account of $182.09 be written off to allow the applicant to start paying on an affordable
current balance.
RECOMMENDED ACTION: Approve the past due balance write off, and the hardship request for adjustment with a status review in December of each year.
