Christy Building, Boone/Bancroft Room Monday, September 13, 2021 COMMITTEE MEMBERS (present) Frank Rycyk Grant Shorthose Trey Propes Jason Thurnau John Abbott Terry Rackers Jeff Naught COMMITTEE MEMBER (absent) COUNCIL LIASON Councilman Ron Fitzwater STAFF Eric Bowers, Airport Manager Britt Smith, Operations Division Director Lisa Dittmer, Public Works GUEST Tom Dowse from Burns and McDonnell and Derek Thomas. 1. Introductions: Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was present. 2. Adoption of the agenda: Mr. Propes made a motion to modify the agenda and add Disabled Aircraft Removal as a line item under new business. Mr. Shorthose seconded the motion, all in favor. Mr. Shorthose moved and Mr. Propes seconded to adopt the agenda as amended, motion carried. 3. Approval of the minutes: A motion was made by Mr. Naught and seconded by Mr. Rackers to approve the minutes, motion carried. 4. Public Comment Opportunity: September 13, 2021 APPROVED FORMAT 5. Invited Guest: Mr. Dowse advised there has been some issues with material availability for the Ramp Maintenance Project. Burns and McDonnell hopes to know in the next couple of weeks when the project will start. Mr. Dowse advised the main hold up currently is getting an approved concrete mix design. 6. Scheduled Reports: a) Airport Manager’s Report Mr. Bowers advised there will be a Veterans United event at the airport Saturday, September 18, 2021. Mr. Bowers advised operations are rebounding well since the 2019 flood and the start of COVID-19, with July 2021 being the busiest month since 2006 when the Airport started tracking numbers. Mr. Bowers is working with the National Museum of the United States Airforce to get a Huey Static Display at the entrance of the Airport. This will be privately funded and plans will be to make it a memorial to the ship and crew from the 1267th that was lost during the first Gulf War. b) FBO Report Mr. Shorthose advised 2021 has been a much better and busier year. We currently base 70 aircraft at the Airport, which is important for fuel sales. Jefferson City Flying Service is in the process of building a hangar, currently waiting on the steel to arrive. Mr. Shorthose and Mr. Smith discussed future pad/hangar sites. Mr. Smith discussed priorities if the Airport receives infrastructure money in the future. This list includes a new tower, constructing a maintenance and airport rescue building (ARFF) and extending the taxi lane on the north ramp which would open up several pad sites along the route to the ARFF building. Mr. Smith also mentioned relocating/offsetting 927, which would open up more pad sites. Flight school is busier than ever, JCFS is looking to add one or two more instructors by spring. c) Staff Liaison Report Mr. Smith mentioned the ramp project that was discussed earlier by Mr. Dowse and the tower funding project that has passed thru the House of Representatives. The Airport previously received a $50,000 grant thru the initial COVID rescue plan and should receive another $50,000 grant thru American Rescue Plan, which should be on the City Council agenda in October. Mr. Smith continues to serve on the Columbia Airport Advisory Committee. d) City Council Report Councilman Fitzwater advised the budget was approved at the last City Council meeting. 7. Old Business September 13, 2021 APPROVED FORMAT 8. New Business a) Disabled Aircraft Removal After a short discussion, Mr. Shorthose made a motion to accept city staff recommendations to include the disabled aircraft removal ordinance onto a future City Council agenda. Mr. Naught seconded the motion, all in favor, motion carries. 9. Other Business Mr. Thomas introduced himself to the committee. Mr. Shorthose advised Jeff City Flying Service is donating time to take the interested air traffic controllers on a flight in the area. Committee members and city staff discussed the latest on the levee and a possible study that will be funded by Department of Natural Resources. 10. Next Meeting Date Next scheduled meeting is December 6, 2021 11. Adjourn Mr. Shorthose moved and was seconded by Mr. Propes to adjourn the meeting at 11:30 a.m., motion carried.
