RE: Funding Request
After reviewing the budget, the staff position remains unchanged
in regard to the items presented to Council as the budget. The budget as proposed represents months of work that included staff, advisory committees, and input from the community.
We followed a process that was widely publicized and generated more citizen input than any in recent memory. While McPaws does a commendable job for the community, it does not warrant
an additional level of funding at the expense of items proposed in the budget. Currently we provide funding at a level at or above the workload generated by the law enforcement function.
To go beyond that level would place the total support to McPaws at approximately one third the entire Parks budget or one fourth of either the Library or Recreation total budgets.
I believe we are providing support at an appropriate level, given the competing wants and needs for our limited resources. Further, the staff feels the request would fall on the same
level as the skateboard park in terms of relative priority for projects and programs to fund with a tax increase should Council be so inclined. New Paving, Library Books, and Network
Security remain the staff’s recommended highest priorities for a tax increase.
