Conduct evacuation modeling and wildfire scenario planning to understand traffic pinch points in an emergency. Set standards for safe emergency evacuation and response, and consider the creation of new emergency evacuation routes. 2. Policies and actions to mitigate impacts on groundwater -dependent ecosystems. 3. Climate Action Plan policies to meet 2040 and 2050 GHG reduction targets. 4. Height requirements in scenic corridors and stronger protections for hillsides, ridges, and bluffs. 5. Develop a Transfer of Development Rights (TDR) program, and identify desired open space areas with high natural, cultural, and/or recreational resource values to protect. 6. Map significant natural and wildlife resources, and adopt clear and enforceable standards and mechanisms for protecting priority areas. 7. Incentivize the placement of new utility lines underground to minimize fire risks and viewshed impacts. 8. Adopt a local workforce housing zoning overlay and/or local workforce housing priority policies, to create what the community needs for land use. 9. Solidify and strengthen the policies/actions included in Truckee 2040; for example, don't simply encourage implementation of the policies and actions, create enforcement, and incentives to ensure that these policies and actions come to fruition. 10. Environmental Justice is missing from Truckee 2040. Include mitigation measures related to Environmental Justice (for example, avoid locating new sensitive land uses within 500 feet of a freeway —per the California Air Resources Board recommendation).
