I am encouraged that some of the concerns of the public have been addressed in the General Plan. I encourage the decision makers to make more changes to make the GP a responsible plan for the future. --I am opposed to the self -mitigating EIR. In my opinion, and the opinion of other community members, the EIR is not sufficient to mitigate the impacts caused by the 2040 General Plan Update. The purpose of an EIR is to determine the significant environmental impacts. To just label these "Significant and Unavoidable" and have the TC approve them because of "project benefits" is irresponsible. This makes the EIR process nothing but a formality. -This EIR should not be self -mitigating for several reasons. -The mitigation measures should be in the EIR, not simply policies in the General Plan. The policies are not strong enough to be used as mitigation. The policies in the 2025 plan have not been used to a full extent to make decisions, and many policies in the 2040 plan are vague ("aspirational"). The concern is that they will not be able to be used effectively. -This self -mitigation has not been used enough to be evaluated for effectiveness. -A huge concern is that this will allow subsequent projects to be "streamlined" or "tiered -off' of the work done in the GP EIR. Each project should have an EIR. It was stated that the public will still have input on a subsequent project, but the concern is that is not enough, an EIR needs to be done. - Below are some specific mitigations that need to be addressed: - Evacuation There needs to be a specific plan for evacuation for wildfire or other emergencies. This should include research on evacuation routes, traffic patterns, response by multiple agencies, shelters for people and animals, etc - Groundwater -dependent ecosystems Specific plans need to be in place to protect groundwater -dependent ecosystems. Please respond with action items suggested by the Groundwater Dependent Ecosystem comments made by several community organizations. -Climate Action Plan There need to be enforceable policies to meet 2040 and 2050 GHG reduction targets. -Protection of viewsheds and scenic corridors The Land Use Element needs to include height requirements (including the possibility of density bonuses) that protect the scenic corridors as well as the character of the specific area. -Open Space The Land Use Element needs to include more areas of open space -both open space to protect natural resources and recreational open space. -Natural and Wildlife Resources Map significant natural and wildlife resources and adopt clear and enforceable standards and mechanisms for protecting priority areas. -Minimize Fire Risks Incentivize the placement of new utility lines underground to minimize fire risks and viewshed impacts. -Workforce Housing Overlap Adopt a local workforce housing zoning overlay and/or local workforce housing priority policies, to create what the community needs for land use. -Strengthen policies/ actions Policies need to be clear and enforceable. The "aspirational" language needs to be changed -Environmental Justice Environmental Justice is missing from Truckee 2040. Include mitigation measures related to Environmental Justice (for example, avoid locating new sensitive land uses within 500 feet of a freeway —per the California Air Resources Board recommendation).
