Truckee 2040 still needs real mitigation, including the following:
Evacuation modeling and wildfire scenario planning that informs standards for safe emergency evacuation and response.
Climate Action Plan policies to meet 2040 and 2050 GHG reduction targets.
Height requirements in scenic corridors and stronger protections for hillsides, ridges, and bluffs.
A Transfer of Development Rights (TDR) program that identifies desired open space areas with high natural, cultural, and/or recreational resource values
to protect.
Maps of significant natural and wildlife resources with clear and enforceable standards for protecting priority areas.
Incentives to place new utility lines underground to minimize fire risks and viewshed impacts.
A local workforce housing zoning overlay and/or local workforce housing priority policies.
Stronger Truckee 2040 policies/actions in general; don't simply encourage implementation of the policies and actions, create enforcement and incentives
to ensure that these policies and actions come to fruition.
