HomeMy Public PortalAbout10 Sustainable Communities Downtown Railroad Ped CrossingTOWN OF TRUCKEE California RESOLUTION 2023-10 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE APPROVING THE APPLICATION FOR CALTRANS TRANSPORTATION PLANNING GRANT PROGRAM TO DEVELOP THE TRUCKEE DOWNTOWN RAILROAD PEDESTRIAN CROSSING FEASIBILITY STUDY WHEREAS, THE Sustainable Communities Transportation Planning Grant Program, funded though Senate Bill (SB) 1 – the Road Repair and Accountability Act of 2017, will provide funding to maintain and integrate the State’s Multimodal transportation system; WHEREAS, the Town of Truckee is eligible to receive funding for certain transportation planning programs through the California Department of Transportation (Caltrans); WHEREAS, Caltrans is currently accepting project proposals for the 2023-24 “Call for Projects” through March 9, 2023; WHEREAS, the Town of Truckee is proposing submittal of an application in the amount of $345,000 to develop the Truckee Downtown Railroad Pedestrian Crossing Feasibility Study; WHEREAS, the grant program requires a 11.47% percent match of local funds ($39,572); and WHEREAS, if selected for funding the Town of Truckee will enter into an agreement with the California Department of Transportation, Division of Transportation Planning; ***** NOW, THEREFORE BE IT RESOLVED BY THE TRUCKEE TOWN COUNCIL OF THE TOWN OF TRUCKEE AS FOLLOWS: 1. Authorize the filing of an application for the Sustainable Communities Transportation Planning Grant Program for the Truckee Downtown Railroad Pedestrian Crossing Feasibility Study. 2. Authorize the Town Manager, or designee, to execute and submit documents including applications, grant agreements and any amendments thereto; reports and reimbursements with the California Department of Transportation, Planning Division. 3. Commit the required 11.47 percent match ($39,572). The foregoing resolution was introduced by Council Member Zabriskie, seconded by Vice Mayor Polivy, at a regular meeting of the Town of Truckee Town Council, held on the 2nd day of February 2023 and adopted by the following vote: AYES: Council Member Zabriskie, Vice Mayor Polivy, Council Member Klovstad, and Mayor Romack. Truckee, CA 96161 Subject: Town of Truckee Application for Caltrans Sustainable Communities Grant Program Ms. Callaway: With this letter, the Town of Truckee Town Council is providing our complete support for the Town's application to the Caltrans Sustainable Communities Grant Program to develop a feasibility study, alternative analysis, and conceptual design of a pedestrian / bicycle crossing of the Union Pacific Railroad tracks from West River Street to Donner Pass Road in Downtown Truckee. The Town of Truckee has long been a crossroads of transportation for the region, with many of its developed areas - and vulnerable populations - straddling / living near a major arterial, railway, or highway. This project will be integral to how to meet the needs of non-vehicular transportation needs in Downtown Truckee and provide non-motorized connections between commercial and residential uses; parks and natural resources; and transit services. Additional pedestrian connections between West River Street and Donner Pass Road are essential to connecting the two major Downtown corridors, making the Downtown core a truly walkable community. The project will improve accessibility; promote non-motorized travel between the Donner Pass Road and West River Street commercial corridors and reduce Greenhouse Gases; provide a safe alternative to the at-grade pedestrian crossing on Bridge Street in the center of Town; enhance the economic vitality of Downtown Truckee; and improve equitable access to Downtown Truckee and the Depot transit hub.
