Agenda Item Number (?) 2040 Public Comment *(?) I urge the commission to fully address and create solutions for the parking challenges of current downtown Truckee and all future downtown development such as within the 2040 plan. I work downtown and luckily can walk to work. I am the only Truckee employee, however, and it a constant struggle for employees to find parking. All downtown employees vie for the few unmetered spaces. I'm connected with many downtown retailers and they have the same story: I used to live here, now can't afford it and must commute from Reno and park a quarter mile away from work. Many of their vehicles have experienced hit and runs or damage from snow plows. We have lost employees simply because the cost of vehicle damage and worry over walking a long distance in ice/snow/slush to their car does not outweigh the slightly higher salary (over NV). I live in the Artist Lofts. Planned parking for that building underwent constant changes throughout development. In the end, there are 24 designated spaces for 76 units (100+/- residents). That leaves the majority of the residents required by TPD to park in the lot at terminus of Donner Pass Road. According to TPD they will/are ticketed if they park nearer the building. Currently the plow has created one lane access on Donner Pass Road to access the lot. The walkway has not been plowed. The first entrance has not been plowed. Residents are walking in road with traffic, through snow, ice, slush and no streetlamps, to the farthest entrance to get to their car. This lot is also where vehicle-dwellers are designated to park. As I walk back from my car at night, alone, in the dark, I try not to make eye contact with the single men living in cab over campers next to my car. Older folks live here and physically can't make the trek in current conditions. I've called the TPD to help with snow removal. I've called public works for snow removal. As of today (3-15-23), no one has shown up or responded. Additionally, the Artist Lofts are only allowed one vehicle per unit. I have paid $1,020/year to store my husband's vehicle in Reno storage so we don't get a ticket. I have spoken to TPD in person about this and they do not have a solution other than what I am doing. I am open to paying a similar amount for designated parking near my building. Parking near my building, which is not currently allowed, would provide a safer environment for everyone. We could monitor our cars, safely access them at dark or bad weather, and generally be more in touch with who is loitering or considering criminal acts nearby. My point is that we have not adequately addressed parking in the currently setting of downtown and the Railyard project. We certainly need to address the new development with wider eyes and more empathy. Please imagine I am someone you care about. With that concern mind, how would you fix the current parking challenges and how would you provide future parking solutions? Parking structure? Designated employee parking? Designated resident parking? The current system is ripe for danger and lawsuits. Thank you for considering my comment for public discussion.
