I oppose the clause in LU-5.4 that would require sewer service be provided “including for parcels where a change of use is proposed.” Not all non-
residential parcels can physically be connected to sewer, and town staff has publicly declared this language would prevent Use Permits on such parcels
from ever being amended. I know of two such parcels, Piping Rock Equestrian and the Truckee Waldorf School, which could be profoundly affected by
this language. There may be more.
Please strike the clause, “including for parcels where a change of use is proposed” from LU-5.4.
The power to decide on use permit amendments should rest with the Planning Commission on a case-by-case basis. Sweeping statements such as this
in the General Plan would serve to unnecessarily penalize already permitted enterprises that have the misfortune of being practically or physically
unable to connect to sewer service.
