Public Comment (2) * 3/18/23 Town of Truckee, Planning Division Town Council Members Planning Commissioners 10183 Truckee Airport Road Truckee, CA 96161 RE: Truckee 2040 General Plan Update 1 Draft Environmental Impact Report (DEIR) Comments Dear Truckee Decision -Makers, 7.1 Thank you for the opportunity to participate in the Truckee 2040 process and comment on the final draft General Plan and Final Environmental Impact Report (FEIR). Truckee 2040 is incredibly important as it outlines expectations for conservation, growth and development over the next couple of decades. It is the blueprint that Town of Truckee staff and decision -makers should use to implement the community's vision for the future. As a 36 year Truckee resident, clinical lab scientist at Tahoe Forest Hospital, and Glenshire homeowner, in a house my husband and I built in 1990, a parent who raised our daughter in Truckee, I strongly believe that there are additional aspects that need to be included in the plan in order for it to reflect the vision I think this community wants to see fulfilled. Please consider the following key concerns and comments as you make final decisions on the General Plan and FEIR: • California Environmental Quality Act (CEQA) requirements and a self -mitigating General Plan: • A self -mitigating General Plan is problematic under CEQA for several reasons. • Not enough resources to implement all 300+ action items in the plan. • Many of the actions in the plan are not well-defined or complete. • Not all feasible action items or mitigation measures have been included in the plan. • No Mitigation, Monitoring and Reporting Program, so the community has no assurances that these actions will be implemented. • Given these inadequacies, this format needs to be reconsidered and a traditional EIR, with a Mitigation, Monitoring and Reporting Program, needs to be developed. Cumulative Impact Analysis - Piecemeal Planning and Regional Impacts Under CEQA, an environmental impact report is required to complete a cumulative impact analysis that considers all of the potential combined impacts from reasonably foreseeable projects in the jurisdiction and regionally. Truckee 2040 hones in on five focus areas rather than reconsidering all potential development in the jurisdiction. It identifies that a number of existing specific plan areas need updates, but rather than undertaking those updates as part of this process, it kicks them down the road. Those are the areas that this community supported developing, so they should be prioritized in the plan. Truckee 2040 also fails to consider all of the new reasonably foreseeable projects, including the Village at Palisades Tahoe, the Tahoe Forest Hospital Master Plan, the Tahoe Basin Area Plan Amendments, and others. The FEIR should be revised and recirculated to consider the cumulative impacts of Truckee 2040 and these other projects on traffic, scenic impacts, community character, Lake Tahoe water quality and clarity, and more. Truckee's future should reflect the vision of the community and these are aspects that the community has supported throughout this process.
