1. 2-6: Low Density Residential: “The Low Density Residential land use designation allows
single-family detached single-family units. “ Is there has to be a better way to state this?
It looks like a typo.
Staff response: Staff recommends maintaining the language as proposed.
2. 2-7: Corridor Mixed Use: “Buildings should be oriented toward the street, and
parking should be provided in the rear or on the side to create a pedestrian- friendly
environment.” Change this to be objective, not subjective. Buildings shall be oriented…?
Staff response: The creation of objective design standards is in process and will be
brought to the Commission/Council after the General Plan adoption. Staff recommends
addressing objective design standards as part of the future process.
3. 2-9 ; Public and Quasi Public: “Student and employee housing is allowed in conjunction
with educational facilities or on Town-owned or federally owned land in conjunction with
the Public Service Center.” What is the Public Service Center? Is this supposed to say
the public service sector?
Staff response: The Public Service Center is the name of the agency collective located
off of Steven’s lane (e.g.-Town Corporation Yard, Forest Service, future site of Truckee
Fire Protection District)
4. 2-22: LU4-1 Adequate Industrial Land “to facilitate relocation of existing industrial uses
between West River Street and the Truckee River.” Aren’t we trying to relocate some of
the industrial businesses on the other side of west river as well, specifically those closer
to downtown?
Staff response: As drafted, the Riverfront Mixed-Use Land Use Designation focuses on
relocation of Industrial located between West River and the Truckee River. This is
highlighted by LU-9.4:
LU-9.4 Transition of Industrial to River-Oriented Uses Activate the riverfront
by replacing industrial uses with a mix of commercial and residential uses
on the parcels between West River Street and the Truckee River and
provide opportunities for river access. Create an employment district in an
improved industrial setting between West River Street and the Union Pacific
Railroad to allow for the relocation of existing industrial uses. [Source: New

5. 2-24 LU-5.4 Provision of Sewer Services: “Existing legal parcels and new subdivisions of
four or fewer parcels in areas currently without sewer may be developed with residential
uses using septic systems with the approval of the appropriate health and environmental
agencies.” Question here: So if you subdivide into 4 parcels, and the next owner of one of
those parcels then divides it into 4 parcels it’s okay? What about the CA law allowing
parcel splits ADU’s and JADU’s?
Staff response: The next owner would not be able to further subdivide on septic. The
ability to construct ADUs/JADUs would depend on the septic capacity for the site.

6. 2-25 LU-5.6 Future Emergency Service Needs “Coordinate with emergency service
providers to ensure that emergency service needs can be adequately met to meet
projected population growth…” Typo: Change to “emergency service needs can
adequately meet projected population growth”
Staff response: Comment noted.
7. 2-25 LU-5.A Sewer Master Plan. “Coordinate with the Tahoe-Truckee Sanitation Agency
on implementation of and future updates to the Sewer Master Plan.” Is the sewer line the
purview of the TSD? (Truckee Sanitary District) not the TTSA?

8. 2-27 LU-6.B Ground Floor Uses Amend the Development Code and the Commercial
Row Overlay District to require active ground-floor uses, such as retail, in buildings on
the south side of Donner Pass Road.” Why only the south side? Is the north already
required?
Staff response: The north side is already restricted under Development Code Section
18.20.070.
9. 2-31 LU8.3 Required Commercial Component “Require new development in the
Gateway District to provide commercial uses on the ground floor of all structures fronting
Donner Pass Road…” Does this include development on the hospital side of the road?
Staff response: The Innovate Gateway Strategy requires ground floor commercial uses
exclusively within what was called the Mixed-Use (MU), shown in purple (see strategy and
map below). There is not a mixed-use or ground floor commercial requirement within any
of the other zones, including the Public Facilities/Hospital Campus (PF/HC) zone, shown
in brown or dark purple, depending on your computer monitor.
Corridor Strategy A.1.c (Page 70): Rezone General Commercial (CG) parcels to Mixed-
Use (MU) in the Gateway Area Overlay District
A.1.c.2. Commercial Component: At least 25 percent of the total FAR must be dedicated
to commercial uses that are not associated with any residential component. Commercial
uses will be required on the ground floor for all structures fronting Donner Pass Road.
Objective Design Standards also require each commercial tenant space adjacent to
Donner Pass Road to provide a substantial pedestrian entrance and commercial glazing.
There are separate, less specific strategies for the hospital area, including:
Corridor Strategy E.3 (Page 119): Enhance Medical and Hospital Services and
Amenities:
E.3.c. Integrate Active Uses: Ensure hospital facilities fronting Donner Pass Road have
active uses facing the street to help support a lively pedestrian environment.
Ultimately, the General Plan policies will drive how the Innovate Gateway strategies are
implemented; however, it was not the intention to require true ground floor commercial
uses within the hospital campus as a part of the Innovate Gateway Strategy. There will

be opportunities to take a closer look at the pros and cons of such a policy as a part of an
overlay district and/or upon review of the Hospital Master Plan, which would both be much
more specific.
10. 2-37 LU 10.5 Parking at Donner Lake “Address parking issues at Donner Lake,
including traffic to parking through a variety of strategies including parking management
and improved bicycle, pedestrian…” This wording is confusing, is it a typo? What does
“traffic to parking” mean here?
Staff response: It means traffic generated by people looking for parking.
11. 3-6 CC-1.8 Balanced Vegetation Management. What is “specimen tree”? Is this the
“distinctive tree” of 24 inch diameter defined in our code?
Staff response: Specimen tree would be defined in the Development Code as part of CC-
1.C (Tree Preservation Standards) implementation.
12. 3-7 and 3-8 CC1F and CC1A. Telecommunication Towers appear in both of these,
perhaps remove from CC1A to avoid redundancy?
Staff response: Staff supports maintaining the language as proposed.
13. 3-21 CC-5.E Public Art Incentives “from local artists. Engage with key stakeholders (e.g.,
building community, development community, arts community) “ Two things: I thought we
agreed not just local artists, but also native artists? Not just those stakeholders, but Native
American tribal contacts as well?
Staff response: CC-5.E is specific to incentives for increased Floor Area Ratio and does
not preclude the option of hiring a native artist. For any project, defined as a project under
CEQA, the Town does tribal consultation.

14. 3-23 CC-6.A Public Outreach: “Responsibility: Community Development Department,
Assistant to the Town Manager. “ Don’t we have a Diversity Equity and Inclusion Program
Manager to do this?
Staff response: Erica Mertens is the Town’s Diversity Equity Inclusion Program Manager.
This position reports to the Assistant to the Town Manager Department.
15. BIG Typo: Page 4-10 and 4-11 and 4-13 have the same six paragraphs repeated twice.
Remove second iteration.

16. 4-13 repeats the words “a long” twice for micro transit funding…And “scheduled services
serving Truckee“ cold be simplified to “services in Truckee”

17. Page 4-15 reads “IPre-Covid” instead of “Pre-Covid.” Also :”Event shuttles also have
been successful in elevating the demand for limited parking in the Downtown Core and
event locales.” Are we trying to say alleviating the demand?

18. Also Page 4-15 Talks about “extended hours and increased headways for the Truckee
local route,” We want to decrease headways, not increase!

19. 6-17 ED-5.5 New Public Amenities Downtown. “Support the addition of new
public amenities within the Downtown to enhance the walkable, sustainable nature of
Downtown Truckee by providing additional amenities to draw the residents and visitors
to the Downtown core.” This circular sentence is a typo, right?

20. 7-28 COS-8.B Anti-idling Program. It is already illegal to idle in school zones. “Transit
and commercial vehicle operators may not idle for more than 5 consecutive minutes at
each stop within 100 feet of a school, or for periods total lying more than 5 minutes during
any one hour period.”
Staff response: Staff recommends maintaining the language as proposed.
21. 8-2 Typos? Bullet 3 and 4 “- reduction of April snowbank by 68 to 71 percent, - 32 to 51
percent high drought stress…? Is snowbank supposed to be snowpack? Is the second
one supposed to say “higher” drought stress?
Staff response: Yes.
22. Page 8-3 (yes/no)? “The 2040 General Plan reduces the development footprint on the
edge of Town by designating a 280-acre area as Resource Conservation…” Is this in
reference to the former Canyon Springs area?

Staff response: Yes.
23. 8-6 Typo? “Inundation from dam failure at Donner Lake is not considered to pose a
serious threat to Truckee, given the relatively small volume of water contained in Donner
Lake. However, the dam at Martis Creek Lake is the US Army Corps of
Engineers (USACE) because of structural issues and ranked as one of the top six at-risk
dams in the United States owned by the large population in the dam’s flood inundation
zone (including the Truckee Meadows community and the cities of Reno and Sparks).”
This sentence has some gaps or typos. Should it read like this“…the dam at Martis Creek
Lake is considered to pose a threat by the US Army Corps of Engineers because of
structural issues. It is ranked as one of the top six at-risk dams in the United
States owing to the large population in the dam’s flood inundation zone…” ?
Staff response: Yes.
24. 8-27 SN6A Emergency Operations Plan (yes/no or typo?) “Emergency Operations Plan
for Truckee by 2022” Did we do this, or should we change the date to 2023?
Staff response: We coordinated in 2022. As written, the next milestone is before 2027.
