Agendas are posted at least 72 hours before the meeting time. 7.1 Public Comment (?) * I am against the size, mass and scale of the Jiboom Street Project. Why can the developer not work within the same guidelines that were already put in place for these 7 parcels. Why is the town looking to change the guidelines for the developer and change the codes that are not in line with the historical guidelines. There are 7 parcels, each can have their own buildings and parking similar to the other 3 buildings currently on the same block between Bridge Street and Spring Street. Section 18.30.090, paragraph D. 2. of the current Truckee Development Code limits the Community Development Director's exception for single family residential dwellings on slopes greater than 25 percent to an average height limit not to exceed 44 feet. There appears to be major confusion as to the allowable height of the proposed development on the south side of Jibboom Street between Spring and Bridge Streets. Allowing any structure to reach above the level of High Street would pose a major impact on the character of the historic McGlashan neighborhood. The south facing slope of High Street at this location has remained untouched throughout Truckee's history, in fact attempts to build on this slope during the 1800's and early 1900's where purposely denied by the then town fathers. Section 18.30.090, paragraph D. 2. of the current Truckee Development Code limits the Community Development Director's exception for single family residential dwellings on slopes greater than 25 percent to an average height limit not to exceed 44 feet. The slope of the High-Jibboom site is greater than 25 percent. Why not apply this same requirement to a multiunit development on Jibboom Street? Due to the sensitive nature of mass and scale in the Truckee Historic Districts, to allow any development of this size on Jibboom Street would totally disregard the town's Historic District Design Guidelines. If any discussion is to take place in this regard it should be to limit the average height to 44 feet for this site, not 50 feet in total or 10 feet above street level at High. The town should follow the guidelines and any proposals or plans should be rejected if they do not fall within the guidelines. Do not allow any structure to be visible above street level on High Street.
