CAP -8.A The wording in this action item is incredibly vague. The energy use reduction targets are arbitrary. Why is it that the Town feels it is necessary to reduce energy consumption above and beyond the State adopted requirements? Who at the Town has determined this is even feasible? I've been designing buildings in the region for 25 years and I do Title 24 energy calculations for most of my projects. It is difficult to get buildings in this region to comply with the minimum standards. I've never once seen a project come anywhere close to a 20% reduction, even using increased insulation and high efficiency appliances. There is a reason that the floor area of new housing stock in the Town is becoming larger and larger. With the ever increasing list of regulations and requirements, smaller houses simply don't "pencil out". Only larger homes make economic sense to build, and this trend will continue as more and more regulations are added. With projects that qualify for the solar exemption, how will the Town specifically quantify how to replace the lost capacity? That requirement should be eliminated altogether.
