Town Council Meeting Minutes
April 13, 2023, 5:00 PM
Town Hall – Administrative Center | 10183 Truckee Airport Road, Truckee, CA
1. Call to Order – Mayor Romack called the meeting to order at 5:00 p.m.
2. Roll Call: Council Members; Zabriskie, Klovstad, Henderson, Vice Mayor Polivy, and Mayor
Romack.

5. Discussion Items
5.1 Continued Item for Town Council Adoption of the 2040 General Plan, Downtown Truckee
Plan, and associated Development Code Text Amendments/Zoning Map Amendments,
including SB2 Rezone Sites and Certification of the Final Environmental Impact Report
(CIP 1903, General Plan Update).
Recommended Action: That the Town Council take the following actions after conducting the
public hearing:
Adopt Resolution 2023-17 certifying the “Town of Truckee 2040 General Plan Update and
Downtown Truckee Plan Project” Final Environmental Impact Report (Final EIR), SCH
#2022030190, adopting the Policy and Action Monitoring Program, Findings of Fact and adopting
a Statement of Overriding Considerations; and
Adopt Resolution 2023-18, adopting the 2040 General Plan; and
Adopt Ordinance 2023-03, adopting Development Code and Zoning Map amendments in support
of 2040 General Plan and Downtown Truckee Plan adoption; and
Adopt Resolution 2023-19, adopting the Downtown Truckee Plan and rescinding the Truckee
Downtown Specific Plan, rescinding Town Council Ordinance 97-10 (Truckee Downtown Specific
Plan Volume 3: Historic Design Guidelines), Town Council Resolution No. 97-37 (Volume 1:
Existing Conditions Report and Final Environmental Impact Report) and Town Council Resolution
No. 97-38 (Truckee Downtown Specific Plan Volume 2 Policies & Programs).

report (on file with the Town Clerk).
Present on Zoom to respond to questions: Ascent representative Mike Parker.
Council Discussion:
The Town does not identify as a flagship reach code town.
Environmental Impact Report (EIR)
o The condition changing over time could potentially impact the EIR foundation.
o It is common for the baseline conditions to be years old by the time a General Plan
is adopted.
o The baseline is collected at the time of notice of preparation.
The data seems to be supported by current information on population and
sewer flows.
o There are additional Development Code amendments that will follow the adoption
of the General Plan Update.
The SB-2 grant funding has been expended. There is a report that needs to be done this
summer.
o There would be additional funding required to complete the SB-2 process without
the General Plan Update.
Some General Plan items or elements could be moved forward on their own.
Some changes to the General Plan Update could require EIR modifications.
The actions in the Town Plan act as mitigation strategies regardless of the State’s actions.
Transfer of development rights – requests are handled on a project-by-project basis.
Review of the response letter to the MAP letter.
o There are policies and action items that are aspirational, not tied to EIR impact.
o A mitigation measure has to be achievable, and the Town is responsible for them.
o Town is confident that the General Plan Update does preserve open space.
1. Economic Development – reliance versus expansion
The Council is in support of the language change as proposed by staff.
2. Move the timing of COS 3.A – Management & Protection of Sensitive Biological Species
– from midterm to near term?
The Council is in support of the moving of COS 3.A to the near term from now to five
years.
Included it as a topic of discussion for the work plan with a budget.
3. Resource Mapping – COS 1.C
The Council is in support of the recommended language changes proposed by staff.
Add the word geology after topography.
4. CAP 8A and 8C
Language additions suggested by Town Council Member Klovstad.
Contractors Association of Truckee Tahoe (CATT) is looking forward to working with
Town on the Reach Code committee.

Change the language to read “affordable and low-income housing” projects.
In “partnership” with stakeholders.
5. West River mixed-use industrial or mixed-use commercial
LU - 9.1 and LU - 9.4 action items.
o Allowing a study to result in conversion of the area from industrial to mixed use.
o The top paragraph is an introduction.
o There was not consensus on changing the language from industrial to business.
6. Fencing (response to public comment)
The council is in support of remove the fencing language from the General Plan and
addressing it in the Development code modification to follow.
7. Support for LU6 Clustered development
LU – 12.6 – Replace “support” with “advocate” for Town’s requirements to allow Town
to comment on Nevada and Placer County development project adjacent to the Town.
Include language “Appose new development projects in adjacent jurisdictions that are
not held accountable to standards similar to the Town of Truckee’s, with specific
relation to workforce housing, regional traffic impacts, reduction of greenhouse gas
emissions, land use patterns, and or other important issues that do not align with
adequate mitigation measures or onsite improvements.”
Advocate for consistency with town standards within the General Plan planning area.
8. Add Tahoe Forest Hospital to 2040 General Plan
The Hospital parking issue needs resolution.
o It will require a re-zoning of the property for a parking garage and the relocation
of 16 units of housing that was removed to facilitate the garage.
Reset the partnership with a commitment to be the current task item in the work plan
and meet monthly updates on the progress of the master plan is complete.
The community needs to have the conversation about the master plan content.
The staff and Council believe that keeping the planning efforts of the Hospital District
master plan and the General Plan update separate will be the best path forward for
both agencies.
o Minority opinion to hold the decision prior to committing to separate the General
Plan update from the Hospital master plan effort.
Mayor Romack adjourned for a brief recess at 7:14 p.m.
Mayor Romack reconvened at 7:31 p.m.
9. Jibboom Street site building height
The 50-foot limit suggested is higher than the current project proposal.
Keep the 50-foot limit and work with developers with the Town’s density bonus
program.

Viewshed is often considered by Historic Preservation Advisory Commission (HPAC)
with discussing neighborhood compatibility.
10. Planning Commission list of items
No changes based on this discussion.
11. Vision statement modification
Change to just “residents”.
12. Make LU12.E
No consensus was reached on this item.
Consistent with the contract language to study that has been approved by the Council.
13. Fencing CC-3.15 Fencing
Move this item to the Development Code Discussion and out of the General Plan
14. Town density bonus language
No consensus was reached on this item.
Potentially remove the “based on the state density bonus program”.

Council Discussion:
It is worth it to postpone the adoption for a month or two to sit down with constituents
and listen to concerns and build trust with community members.
o Limited to no staff capacity is being suggested.
o Maybe there are other changes that could benefit the community.
o Don’t let the pause move the update to July.
Alternatively adopt the general plan tonight or pause the adoption for 12 months to hear
from the community.
Council Direction:
Council directed staff to continue this item to the May 9, 2023, Council meeting.
Dissenting opinion that either the plan adoption should be moved 6 months out or
decided on now.
It was moved by Council Member Zabriskie and seconded by Council Member Henderson
to continue this item to the meeting of the Truckee Town May 9, 2023, at 5:00 p.m.
