HomeMy Public PortalAboutAB 03-128 Attachment Res 03-15 H2o Conn FeesRESOLUTION NO. 03-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO, THE RESOLUTION RELATING TO THE CHARGES MADE FOR CONNECTON TO THE CITY WATER SYSTEM. WHEREAS MCC 6-4-050 requires the Mayor and Council by resolution to determine the connection charge to the City Water System, BE IT RESOLVED by the Mayor and Council of the City of McCall that: Section 1. The buy-in fees that are appropriate for new customers of the City Water System are calculated as required by MCC 6-4-050, using the American Water Works Association Manual 26 based on the incremental-cost pricing method. Section 2. Effective on and after October 1, 2003: That the charge for installing a water connection to a service location that has not paid an initial water connection charge in the past, shall be $4,400, or actual labor and material costs plus $3,750 (buy-in fee), whichever is greater, and in either case per dwelling unit or commercial unit, of which $3,750 per dwelling unit or commercial unit shall be paid into and held and administered as part of the Water Capital Improvements Fund. The number of units shall be determined as follows: in the case of condominium development, by the number of separately described habitable units, according to the declaration and survey plans; in the case of multifamily housing, by the number of kitchens; and in the case of hotels and motels, by the City Council on the basis of equivalent single family residential units as is done with reference to sewer service connection fees. Section 3. Reduced cost for small business and small residences: In the case of small businesses with the number of fixture units less than 10 and/or resident users with the number of fixture units less than 12 as defined by the National Standard Plumbing Code, that the charge for installing a water connection to a service location that has not paid an initial water connection charge in the past the fee for system buy-in shall be $3,463, or actual labor and material costs plus $2,813 (buy-in fee), whichever is greater. This is a reduction in the buy-in of 25%. Section 3. Resolution 1-97 and all previous resolutions relating to the charges made for connection to the City Water System are replaced by this resolution and shall, as of September 30, 2003, be of no further force and effect.
