SUBJECT: Status of Police Advisory Committee with the City
Council
As you are aware the Police Advisory Committee and I have been struggling with the question as to the status of their future and in what manner they will continue to function
if at all. I have requested to have this issue raised as a Council agenda item at the September 11, 2003 meeting. I provide the following information for purposes of that discussion
which I would request be made an attachment to the agenda bill.
First and foremost let me state that I absolutely believe that the advisory committee is essential to the continued success
of the police department and must continue in some fashion. Which leads to the next question of what the committee should look like and who it will advise. In my opinion it essentially
boils down to one of two options, another Council advisory committee or a department advisory committee. Both options have both pro’s and con’s with the positives of a police department
committee being more streamlined to free up administrative time as well as provide for a more free flowing discourse. We could also meet with less than a quorum, as this has been a
problem in the past. My only concern about the PD committee would be that the Council may view their input differently than a Council advisory committee.
I recommend that the Council
allow the committee system to continue to function but not as a Council advisory committee but rather a department advisory committee. I certainly believe a committee could effectively
function if the Council prefers a council advisory committee and I reiterate my belief that the citizens must continue to have a voice in place to advise the department on matters of
policy, programs and initiatives.
