This will help build context for the art commission over the next couple years. PACT has been finalizing (it's first) annual work plan, to begin at the turn of the fiscal year 2023/24. We had placed a few items on hold, pending the Council's approval of the new two year budget, and so, we will be excited to continue our conversation and finalize the PACT work plan at our July meeting next week. I'll share your thoughts with the group and circle back with you late summer, early fall ( hopefully with two newly completed art projects to report on as well ;-) Have a great vacation! I have attached the workplan just approved by Council. Goal 7 of the Communication and Community Cohesion focus area reads “Implement Public Art Master Plan & Support Truckee Cultural District”. Goal 7 and the prioritization of work with the Commission on the work plan and master plan is a part what staff has committed to implementing over the next two years. Task 7.4 Art Commission Work Plan is the specific focus that I think you should Troy engage in this conversation during the July or August PACT meetings to see what the commission members want to prioritize and recommend to Council. 1 Lastly, we also approved a $100,000 per year budget for PACT. I agree we should find a self-renewing source of funding and that should be another discussion with PACT to recommend to Council. I hope that gets things moving for you. Over the last 2 1/2 years PACT has been quietly and consistently picking away at many of the goals outlined in the town’s public art master plan. Some of the highlight achievements over the last couple of years include: an extensive catalog inventory of existing artworks in town, policy recommendations for selecting and commissioning works of art for the town’s collection, a policy for gifting artworks to the town, a current list of priority sites for new commissions, and the Brockway wall art project (commissioned twice ??? but now with solid project to be completed end of summer 2023 ????) Now that the 2040 General Plan has been approved, we can look at some of the updated aspirational goals outlined in the Public Art section of the new General Plan and consider a strategy for implementing the action items and incorporate these in an update of the town's public art master plan. I would love to hear your thoughts on how the town may wish to go about this update process. The action items outlined within the 2040 general plan include (summarized): 2 CC-5.A Truckee Public Art Master Plan The current PAMP is operating on a 5 year timeline. It should be updated sometime in the next 1-3 years. PACT is currently finalizing their annual work plan, which includes recommendations for updating the PAMP. We estimated that once this initial update is complete, the PAMP may need more minor revisions every 10 years. CC-5.B Dedicated Funding. There are a wealth of funding mechanisms that we can look to as examples, which are used by other public art agencies in the USA. Such as % for art in CIP projects, incentives for private development, gifting, and aggregated funding through special projects. The general fund line item commitment is fantastic! However, I believe that the long-term survival of the program will depend on a much more diverse aggregate of funding sources. CC-5.C External Funding Sources Truckee Cultural District. The state of California has recently renewed the TCD and has committed to a five-year funding plan which will support a dedicated Program manager and communications staff positions. As a condition within the TCD renewal, the Truckee Art Alliance will need to incorporate as a 501c3 And assume the role of fiscal receiver for the Truckee Cultural District. This is a big ask for an unfunded and unstaffed grass roots organization, Fortunately, the Nevada County Arts Council has committed to guiding this process. This alone would not qualify as an external funding source, however it will provide a conduit at the State level for future opportunities like the Upstate California Creative Corp. grant program. CC-5.D Art Education Expanding the program to include educational opportunities and other artistic disciplines. This subject is still wide open. CC-5.E Public Art Incentives Update the Development Code floor area ratio (FAR) incentives for mixed-use projects and planned development mandatory project features in the Development Code to better incentivize public art and cultural facilities. There is a single line item in the current development code that allows for an FAR trade off in exchange for public art. This was used when the Kelly Brothers funded the bicycle sculpture downtown. I would imagine this section of the development code could be expanded to sweeten the developer incentives, thereby creating opportunities that mutually benefit both town and developer. We have had a couple instances in the last few years where developers inquired about including public art within their projects, yet no process was in place to adequately incentivize the project. CC-5.F Land Use Entitlement Public Art Review. Amend the Development Code to create a process for reviewing and approving public art as part of a development project or as a part of an existing development. PACT has developed a policy guide for selecting and commission artworks. These documents may inform Development Code updates.
