HomeMy Public PortalAbout2021-12-061 REGULAR COUNCIL MEETING, DECEMBER 6, 2021 CALL TO ORDER Mayor Carrie Tergin called the December 6, 2021 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Absent: None A quorum was present. ADOPTION OF THE AGENDA A motion was made by Councilmember Schreiber and seconded by Councilmember Wiseman to adopt an amended agenda, adding Item 4(a.) Cole County Bicentennial Memorial Presentation update and proclamation presentation. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Marc Ellinger updated City Council on the Cole County Bicentennial Memorial dedication which was held at 5:30 P.M. outside City Hall. He also presented a proclamation to the Mayor and City Council. b. Kristi Campbell, Director of the Cole County Health Department attended the meeting via WebEx and provided a pandemic update. Information can be found at colehealth.org. c. Gail Strope, Director of Human Resources, presented the 2021 Kevin Meinhardt Award to Mitchell Woodrum. Members of Kevin Meinhardt’s family were in attendance including his daughter, Molly Hoskins. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. 2 REGULAR COUNCIL MEETING, DECEMBER 6, 2021 PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Steve Crowell, City Administrator made a presentation seeking clarification of City Council policy direction regarding implementation of pay for performance/merit pay increases for City employees. After considerable discussion between City Council and Staff, Councilmember Ward made a motion that the City Council prefers across the board consistency between all City Departments for awarding employee merit/performance pay increases of which was not approved during the last budget process. Councilmember Spicer seconded the motion. The motion passed by the following roll-call vote: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward Nay: Wiseman ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration - The next scheduled meeting is Wednesday, January 12th at 7:30 A.M. The location will be announced at a later time. • Finance Committee – The next meeting will be December 23rd at 7:30 A.M. in the Boone-Bancroft Room at City Hall. • Public Safety Committee – The next scheduled meeting is Thursday, December 30th at 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The December meeting has been cancelled. The next scheduled meeting is Thursday, January 13th at 7:30 A.M. in the Boone-Bancroft Room at City Hall. Mayor Tergin made the following announcements: • December 1 – Special Olympics Polar Plunge took place on Madison Avenue, raising $10,000 for Special Olympics. • December 2 – Mayor’s Christmas Tree Lighting on Bolivar Street was a success. • December 3 – Governor’s Christmas Tree Lighting and Downtown Living Windows • December 4 – Annual Christmas Parade • This Saturday, December 11th is the Wreaths for Heroes at the cemetery. Councilmember Wiseman visited the USS Jefferson City while in Hawaii. She said the ship which had been under renovations, was beautifully restored. She thanked Mayor Tergin and Councilmember Kemna (USS Jefferson City committee liaison) for helping coordinate her visit. 3 REGULAR COUNCIL MEETING, DECEMBER 6, 2021 LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations at this time. CONSENT AGENDA a. Minutes of the City Council Meetings: November 15 b. Authorizing Fischer Farms Lease Renewal, Year 3 for $66,614.97 Councilmember Spencer requested Item. B be taken up separately for discussion and a vote. Councilmember Hensley motioned and Councilmember Lester seconded the motion to approve Item a. on the Consent Agenda. The motion passed unanimously. Councilmember Lester motioned and Councilmember Spicer seconded the motion to approve Item b. on the Consent Agenda. After Matt Morasch, Director of Public Works provided clarification on the Consent Staff Report, the motion passed unanimously. BILLS INTRODUCED 2021-072 sponsored by Councilmember Fitzwater AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A CONSULTANT CONTRACT WITH STRUCTURAL ENGINEERING ASSOCAITES, INC. AND AMENDING THE FISCAL YEAR 2021-2022 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING ADDITIONAL FUNDS WITHIN THE PARKING FUND. Councilmember Fitzwater requested to suspend the rules and take up bill 2021-072 for third reading and passage. Councilmember Fitzwater motioned to adopt RS2021-18. Councilmember Spicer seconded the motion. RS2021-18 was passed by the following roll-call vote. Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward , and Wiseman Nay: None RS2021-19 sponsored by Councilmember Schreiber, co-sponsored by Councilmember Fitzwater A RESOLUTION AMENDING RS2019-37 TO EXTEND A DEADLINE RELATING TO A REDEVELOPMENT AGREEMENT FOR THE MSP REDEVELOPMENT PROJECT City Attorney Ryan Moehlman presented the resolution. Councilmember Fitzwater motioned to adopt RS2021-19. Councilmember Lester seconded the motion. RS2021-19 was passed by the following roll-call vote. Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward , and Wiseman Nay: None 6 REGULAR COUNCIL MEETING, DECEMBER 6, 2021 PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Mayor Tergin made an announcement for James Noah and the Fire Department. The Fire Department will be participating in the Food Bank Food Drive on December 15th from 8:00 A.M. – 6:30 P.M. at Orschlen’s parking lot on Missouri Boulevard. They will be collecting non-perishable items during that time. UNFINISHED BUSINESS Councilmember Spencer asked Police Chief Roger Schroeder for an update on the Animal Shelter staffing. Chief Schroeder indicated that the facility was back to operating at normal hours with staff and volunteers. The adoption rate remained consistent the week that staffing levels were down due to medical leave. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Vogt, and approved unanimously at 8:26 P.M.
