Call to Order: Mayor Romack called the meeting to order at 5:03 p.m. 2. Roll Call: Council Members; Zabriskie, Klovstad, Henderson, Vice Mayor Polivy, and Mayor Romack. Presentations 5.1 Mayor Romack announced that the Truckee High School Environmental Science Litter Audit will be presented at future Town Council meeting due to the presenters not being available to attend the meeting this evening. 5.2 Becky Bucar, Assistant Public Works Director, Lisa Madden, Police Lieutenant, and Riley Morrison, Street Maintenance Manager, presented the Local Road Safety Plan Update (presentation on file with Town Clerk). Mayor Romack opened the item for Council questions.  Chain enforcement is allowed by Truckee Police Department on Town roads when they are in effect by Caltrans.  E-bike safety is being implemented with educational efforts, stenciling, social media posts and speed limit enforcement.  Staff will look into how e-bikes are identified in the Local Road Safety Plan.  There are no specific future projects for the school zone along Donner Pass Road in the Local Road Safety Plan.  The corridor master plan includes additional roundabouts and measures to improve DocuSign Envelope ID: EB58F186-D77D-4E72-96E5-8CD4D8702585 Town Council Meeting November 28, 2023 Page 2 of 5 pedestrian safety along Donner Pass Road.  Coldstream Road Trail has work that is required by the developer to be completed before the Town will accept it for maintenance. 5.3 Denyelle Nishimori, Community Development Director, presented the Land Use Application Quarterly Report. (presentation on file with Town Clerk). 5.4 Jen Callaway, Town Manager, presented the Employee Incentive Awards. 5.5 Jen Callaway, Town Manager, presented the Town Manager Report. Mayor Romack opened the Consent Calendar for Public Comment. Seeing none, Mayor Romack closed Public Comment. 6. Consent Calendar It was moved by Council Member Zabriskie, and seconded by Vice Mayor Polivy, to approve the Consent Calendar Items as follows: 6.1 Approved the minutes of November 14, 2023 Closed Session and Regular Meeting. 6.2 Adopted Ordinance 2023-12 amending Chapter 3.24 (Transient Occupancy Tax), and Chapter 5.02 (Transient Rental of Residential Units) of the Truckee Municipal Code with recommended changes for Section 5.02.040(B) Local Contact Person. 6.3 Accepted the Treasurer’s report for the quarter ended September 30, 2023. 6.4 Authorized the Town Manager to execute an agreement with Flock Safety for a five-year ALPR service agreement contract. Included in this service agreement would be the addition of six new ALPR cameras, for a total of twenty-three ALPR readers town-wide at a total cost not to exceed $305,000 over the next five years. Written comment received from Barney Dewey and Elias Blawie. 6.5 Adopted Resolution 2023-65 authorizing submittal of individual grant applications for all grant programs for which the Town of Truckee is eligible. 6.6 Authorized the Town Manager to execute the Soaring Ranch Community Facilities District Acquisition Agreement. 6.7 Authorized the Town Manager to offer a settlement to Jan Goodman via Damien Fertitta, PLC, in an amount not to exceed $15,000. 6.8 Approved the addition of a Senior Planner to the Planning Division starting as of January 2024. 6.9 Accepted the quarterly financial report for the quarter ending September 30, 2023. 6.10 Authorized the Town Manager to execute a contract amendment with Eastern Sierra Engineering (ESE) in the amount of $19,300 to increase the total authorized contract amount from $177,716 to $197,016 for additional design services for the Railyard Mobility Hub (C1820). 6.11 Authorized the Public Works Director/Town Engineer to file the Notice of Completion with the Nevada County Recorder for the 2023 Truckee Depot Curb and Gutter Replacement Project and authorize a $6,357.82 increase in the contract amount for a total authorized contract expenditure amount of $65,172.41 using funds from C0503 Depot. 6.12 Approved new program guidelines for a New Accessory Dwelling Unit (ADU) Creation Forgivable Loan Program, Unpermitted ADU Forgivable Loan Program, and ADU Master Plan Reimbursement Program; and updated program guidelines for ADU Mini-Grant Program. Noes: None. Absent: None. Abstained: None. The motion passed unanimously. 7. Discussion Items 7.1 Truckee Weatherization Program. Recommended Action: That Council authorize use of up to $310,000 in funds from CIP C1510 through December 31, 2025, to fund a low-income weatherization pilot program in Truckee. (This item was noticed for the November 14, 2023, Council meeting, but was continued to this November 28, 2023, meeting.) Erin Brewster, Sustainability Program Manager, presented from the staff report (presentation on file with Town Clerk). Council Discussion:  Based on the outcome of the pilot program, staff will be able to determine whether this program should continue beyond 2025.  Staff intends to engage with the public to address any missed opportunities of educating the public on improvement programs while going through the permit process as well as other opportunities while staff engages with the public.  Staff will investigate whether a mobile app or tool regarding data collection is available to reduce burden on the program administrator. Mayor Romack opened the item for public comment. Seeing none, Mayor Romack closed public comment. The staff recommendation was moved by Council Member Klovstad, seconded by Council Member Henderson, and adopted with the following vote: Ayes: Council Member Klovstad, Council Member Henderson, Vice Mayor Polivy, Council Member Zabriskie, and Mayor Romack. Noes: None. Absent: None. Abstained: None. The motion passed unanimously. Mayor Romack announced Council would be taking Item 7.3 out of order. Mayor Romack adjourned for a brief recess at 7:17 p.m. Mayor Romack reconvened at 7:28 p.m. 7.3 2023 Affordable Housing In-Lieu Fee and Workforce Housing Ordinance Review. Recommended Action: That Council conduct a public hearing and accept public comment on the affordable housing in-lieu fee program update and adopt Resolution 2023-63 to approve an updated affordable housing in-lieu fee based on the affordable housing in-lieu fee short-term DocuSign Envelope ID: EB58F186-D77D-4E72-96E5-8CD4D8702585 Town Council Meeting November 28, 2023 Page 4 of 5 calculation adopted in 2017 and defer review of the Workforce Housing Ordinance. (This item was noticed for the November 14, 2023, Council meeting, but was continued to this November 28, 2023, meeting.) Council Direction: Maintain the current in-lieu fee structure and review a different system along with the housing element. No other action is required. 7.2 Approval of the FY 2023/24 through FY 2024/25 Strategic Workplan. Recommended Action: That Council receive the first quarterly update on the FY 2023-2025 Strategic Workplan progress through September 30, 2023. Council Discussion:  Town has access, through the State, to include map data with special species status.  Mapping data is collected through different avenues like environmental reports and individual project analysis which are reported to the State.  Use of Town biofuel by other agencies. o Town has capacity to open it up to other entities on a trial basis with the exception of Caltrans.  Expanding the Weatherization program would be incorporated in the Building Decarbonization roadmap and goals. o Keep the Weatherization item on the Bike Rack for future discussion.  Maintain the Management and Protection of Sensitive Biological Resources on the Bike Rack. Council Direction: Maintain Management and Protection of Sensitive Biological Resources in the Bike Rack, consider Biological and Water Resources Mapping as completed and add expansion of the Weatherization Program addition to the Bike Rack. 8. Council Member Zabriskie  Had multiple meetings with Drew Jack, GIS Analyst, Town of Truckee.  Attended a Truckee River Water Basin group meeting.  Attended a Truckee River Legacy Foundation board meeting.  Attended two River Revitalization Steering Committee meetings.  Attended Good Morning Truckee. Council Member Henderson  Attended the Downtown Truckee Christmas Tree Lighting. 9.
