HomeMy Public PortalAboutAB 03-152 Attachment Golf Pro ProposalMcCall Golf Course has suffered operating losses for several years, as well as had difficulty sustaining an adequate maintenance budget to replace aging equipment. This proposal, if agreed to, will: end the City’s financial losses at the golf course create revenues for the City allow capital improvements to the facility, and insure stability of management and operations. While the language and details of this agreement will need to be negotiated, I propose the following: l) Assumption of all bond/bank payments related to the irrigation system and club house. 2) Perform at least $300,000 in capital improvements to the facility, including club house renovations, irrigation improvements, rebuilding greens, and turf management. These improvements will be completed as soon as possible, but within a maximum of two years. 3) 2004 – 2010 City Bond and Bank payments 2011 – 2012 no payment to the City 2013 – 2015 $ 25,000 per year to the City 2016 - 2018 $35,000 per year to the City 2019 - 2023 $50,000 per year to the City 4) Granted first right of refusal for purchase of City owned golf course maintenance equipment at fair market value. 5) Purchase all City owned inventory necessary for maintenance of the golf course, such as: chemicals, sand and seed, at fair market value. 6) Performance requirements and complaint resolution procedures will be defined. 7) A mechanism for termination for cause or without cause will be agreed upon. 8) The term of this agreement shall be for 20 (twenty) years with exclusive right to rate structure and all operations. All existing lifetime passes will be honored and significant rate reductions will be made for juniors. 9) Employment will be offered to all current City golf course personnel with every effort made to secure Dan Pillard as Superintendent. 10) At the completion of this agreement, all city approved capital improvements and equipment will be treated in a manner similar to our existing agreement, ie: appraised at fair market value and included in a buy-out. I have secured financial support of $500,000 that requires a contract to go into effect by January 1, 2004. Plans for next year’s operations need to be set so that Clubhouse remodeling can be completed before the season starts and marketing opportunities not missed. I respectfully request that you direct the City staff to help prepare the changes to our existing agreement that will allow this proposal to go forward. Allan Morrison, PGA
