Mr. Morrison’s demonstrated ability to provide a quality pro shop and food and beverage service during his first year removes some of the uncertainty from a decision of this magnitude. I have contacted the City Attorney and she believes this could be a viable option, but that we must review the proposal in regard to the current bond requirements. In addition, she will definitely need to look at all the other legal ramifications of a long term lease, ie, binding future city councils, bid laws, and employment issues. From a staff perspective, we would also need to be certain that any agreement includes adequate safeguards to assure the Course is maintained properly in the long term and returned to the City as an improved asset when any contract ends. I have also learned that our Golf Superintendent, Dan Pillard would like to provide additional proposals to the Council. Another related item is whether or not to pursue the RFP that is also on the agenda.  RECOMMENDED ACTION: Direct the staff to work with Mr. Morrison and Mr. Pillard on draft agreements, direct the City Attorney to evaluate the proposals, and return with recommendations to Council within 30 days.
