Call to Order – Becky Bucar, Assistant Public Works Director, called the meeting to order at 5:02 p.m. 2. Roll Call: Allison Pedley, Barney Dewey, Peter Kraatz, Reid Cox, and Steven Cull (Voting Alternate) Absent: Troy Ortiz Staff present: Lynn Baumgartner, Program Analyst II; Annika Kimmie, Civic Spark Fellow Slater Stewart, Assistant Engineer; Becky Bucar, Assistant Public Works Director; and Sarah Ring, Deputy Town Clerk,. 3. Public Comment – none. Becky Bucar, opened public comment. Seeing none, Becky closed public comment. 4. Discussion Items 4.1 2022/2023 Fiscal Year Truckee Tax Measure Expenditures (Measure V and Measure R, Measure K). Recommended Action: Make a determination that the expenditure of Measure V, Measure R and Measure K funds in the 2022/2023 FY were consistent with the provisions of Measure V as established by the voters in the November 4, 2008 general election; with the provisions of Measure R as established by the voters in the June 3, 2014 special election; and with the provisions of Measure K as established by the voters in the November 3 2020 special election. Slater Stewart, Assistant Engineer, presented from the memo (on file with Town Clerk). Commission Discussion:  Town and Placer County entered into a reimbursement agreement for the portion of South Shore Drive that crosses the Placer County line for CIP C2302.  Measure R pays for Trails Operating and Maintenance costs, the account for which is used to purchase equipment for the trails.  Town will need to convert from Measure R to Measure U as Measure R will sunset soon.  Staff are looking at an experiment in adding fiber to the mix to seal coat trails. o The new material is supposed to help with transverse cracks and add to the longevity. DocuSign Envelope ID: B10DE6A1-69D4-496A-9E76-920884242401 Truckee Tax Measure Citizen's Oversight Board Meeting February 28, 2024 Page 2 of 2  The bridge that will cross the Truckee River Legacy Trail Phase 4, is ordered and should be installed in June.  For projects, staff will typically try to apply for grant funds and backfill with the tax measure funds, and then fund the balance of projects with the general fund.  Town matches Measure V funds with Road Maintenance Reserve General Funds on paving projects to bolster maintenance efforts. Lynn Baumgartner, Housing Analyst, presented from the memo for Measure K.  Measure K funds were used to pay for membership in the Truckee Tahoe Workforce Housing Agency, Joint Powers Authority (JPA) with seven member agencies.  The JPA and the Town housing programs are separate but complimentary.  The amount of $700,000 on Measure K ballot language was an estimate and with improved compliance with short-term rentals, more funds have been collected on a yearly basis.  Council set aside $1 million prior to Measure K being passed; those funds still exist but will eventually be depleted.  Town will be using more Measure K funds in the future as we continue to put out new housing programs.  Other community benefits the measure could be used on are emergency preparedness or open space. Additional General Questions/Discussion  For equipment purchases, grants are researched but they’re not as common.  Recycled materials for paving have been investigated but not pursued, partially because of long trucking distances or the need to set up a separate operation. Staff recommendation was moved by Barney Dewey, and seconded by Peter Kraatz, motion passed with the following votes: Ayes: Barney Dewey, Peter Kraatz, Allison Pedley, Reid Cox, and Steven Cull (Voting Alternate) Noes: None. Absent: Troy Ortiz. Abstained: None. 5.
