CALL TO ORDER
Mayor Carrie Tergin called the December 20, 2021 City Council “Pre-Meeting” to order
at 5:46 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
and W iseman
Absent: Ward
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilmember Spencer will lead the prayer.
Miscellaneous
- Mayor Tergin will request a motion to amend the agenda, adding Item 4(a.) an
update provided by Larry Linthicum, Superintendent of Jefferson City Schools;
and 4(b) Police Lt. Dave Williams to introduce three new JCPD police trainees.
Public Hearing
- Eric Barron, City Planning Manager will present RS2021-20.
Appointments by the Mayor
- Councilmember Spencer requested a roll-call vote on the recommended
appointment of Hal Dulle to the Convention & Visitors Bureau due to the 2/3
majority vote requirement for a third term.
Consent Agenda
- There were no questions at this time.
Bills Introduced
- Katrina Williams, City Planner will present bill 2021-073.
Resolutions
- Anne Stratman, Neighborhood Services Specialist will present RS2021-21 and
RS2021-22.

New Business
- Ryan Moehlman, City Attorney will present the 101 Jackson Street Proposal
received from Transformational Housing. Transformational Housing and Housing
Authority representatives will be in attendance to present and a nswer questions
as well.
