HomeMy Public PortalAbout2021-12-201 REGULAR COUNCIL MEETING, DECEMBER 20, 2021 CALL TO ORDER Mayor Carrie Tergin called the December 20, 2021 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, and Wiseman Absent: Ward A quorum was present. ADOPTION OF THE AGENDA A motion was made by Councilmember Schreiber and seconded by Councilmember Spencer to adopt an amended agenda, adding Item 4(a.) an update provided by Larry Linthicum, Superintendent of Jefferson City Public Schools; and 4(b.) Police Lt. Dave Williams to introduce three new JCPD police trainees. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Larry Linthicum, Superintendent provided an update on the Jefferson City Public Schools. b. Jefferson City Police Lt. Dave Williams introduced three new JCPD Police trainees: Elisa McMahom, Jensen Stevens, and Mitchell Rosslan . c. Kristi Campbell, Director of the Cole Counter Health Department participated via WebEx and provided a pandemic update. More information can be found at colehealth.org. d. Lt. Dave Williams encouraged citizens to use the RAVE/Smart 911 App; however, he reminded them that the app is one of many sources of information for we ather alerts. Lt. Williams also provided an explanation for the recent tornado sirens during the past two thunderstorm/high wind weather events. In one instance the sirens were alarmed to err on the side of caution based on information received from the national weather service out of St. Louis. In the second instance, the sirens were alarmed due to a coding error which has since been corrected. PUBLIC HEARINGS a. Amending the Special Exception Permit for Property Located at 849 Stoneridge Parkway 2 REGULAR COUNCIL MEETING, DECEMBER 20, 2021 i. Associated Resolution RS2021-020. A Staff presentation was made by Eric Barron, City Planning Manager Frank Rycyk felt that some of the City regulations are an overreach of government, and he suggested minimizing business regulations in general. There being no one else to speak on the resolution, Mayor Tergin declared the evidentiary portion of the public hearing concluded . RS2021-20 sponsored by Councilmember Lester, entitled A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI APPROVING AN AMENDMENT TO A SPECIAL EXCEPTION USE PERMIT FOR PROPERTY ADDRESSED AS 849 STONERIDGE PARKWAY Staff indicated that Sam’s Club had already painted the exterior of the building before this process had been completed. Staff believed it was a miscommunication between contractors and Sam’s Club corporate, rather than intentionally avoiding the amendment of the special exception use permit process. Staff will be following up with Sam’s Club to discuss. After the discussion, Councilmember Vogt motioned to adopt RS2021-20. Councilmember Wiseman seconded the motion. Councilmember Lester seconded the motion. The motion passed unanimously. a. Councilmember Wiseman seconded the motion. Heartland Port Authority Appointment – Jeff Earl Councilmember Wiseman motioned to approve the recommended appointment of Jeff Earl to the Heartland Port Authority. Councilmember Hensley seconded the motion. The motion passed unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration - The next scheduled meeting is Wednesday, January 12th at 7:30 A.M. The location will be announced at a later time. • Finance Committee – The December 23rd meeting has been cancelled. • Public Safety Committee – The next scheduled meeting is Thursday, December 30th at 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next scheduled meeting is Thursday, January 13th at 7:30 A.M. in the Boone-Bancroft Room at City Hall. Mayor Tergin announced today’s Bicentennial Bridge Ribbon Cutting. The JCPD Bike Patrol led attendees across the bridge. The Fire Department was also in attendance. 4 REGULAR COUNCIL MEETING, DECEMBER 20, 2021 Mayor Tergin thanked the various City Departments for all the work on the project. She also thanked the DeLong and Adrian families. Councilmember Lester announced Jefferson City’s new homeless shelter, Room at the Inn. The shelter will provide a warm, safe place to sleep during extreme cold temperatures. Trained volunteers will be running the shelter, and volunteers are needed at this time. Training will be held on January 4th from 6:30 P.M. – 7:30 P.M. by Catholic Charities at 1015 Edmonds Street. Councilmember Lester also announced rental assistance opportunities for those threatened with eviction. There are two scheduled events to assist with rental assistance applications: Tuesday, January 11th from 3:00 P.M. – 7:00 P.M. at Catholic Charities, 1015 Edmonds Street; and Thursday, January 13th from 11:00 A.M. – 3:00 P.M. at the Missouri River Regional Library. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS John Blosser with Transformational Housing presented their proposal for the purchase of 101 Jackson Street from the Housing Authority. Part of their proposal includes the City providing roof replacement funds. Housing Authority Board Member, Attorney Todd Miller presented the Housing Authority’s position on the proposal. Michelle Wessler, Executive of the Housing Authority said the Housing Authority Board approved the proposal at its last board meeting, contingent upon the City funding the roof replacement. Transformational Housing and the Housing Authority are seeking the City Council’s approval of the funding at this time.. This item will be taken up under New Business later in the meeting. CONSENT AGENDA a. Minutes of the City Council Meetings: December 6 b. Declaring Certain City-Owned Personal Property Surplus and Authorizing the Disposition by Sale through Auction – Public Works 2011 Good Earth Firefly Parking Scooter c. Renewing Bid 3141, Year 2 with Granular Quicklime to Mississippi Lime for the Wastewater Division, in the Amount of $185,332 Councilmember Kemna motioned and Councilmember Spicer seconded the motion to approve the above items on the Consent Agenda. The motion passed unanimously. BILLS INTRODUCED 2021-073 sponsored by Councilmember Fitzwater 5 REGULAR COUNCIL MEETING, DECEMBER 20, 2021 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A $252,359 SUPPLEMENTAL AGREEMENT WITH THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION FOR METROPOLITAN TRANSPORTATION PLANNING SERVICES FOR THE PERIOD OF NOVEMBER 1, 2021 TO OCTOBER 31, 2022, REFLECTING CONSOLIDATED PLANNING GRANT FUNDS AS APPROVED IN THE FY 2022 CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION (CAMPO) UNIFIED PLANNING WORK PROGRAM, AND A BUDGET AMENDMENT FOR $100,000 TO ALLOW FOR THE PROCUREMENT OF PROFESSIONAL SERVICES. Councilmember Fitzwater motioned to adopt RS2021-21. Councilmember Spicer seconded the motion. NEW BUSINESS 101 Jackson Street Proposal from Transformational Housing The proposal was presented earlier in the evening under Presentations from the Gallery on Specific Bills or Resolutions by Transformational Housing and the Housing Authority. City Attorney Ryan Moehlman and Representatives from Transformational Housing and the Housing Authority answered questions from City Council. Councilmember Hensley motioned to request Staff to provide a source of funds for Transformational Housing’s request and a flushed-out agreement, while postponing a decision on the proposal until the next City Council meeting. Councilmember Fitzwater seconded the motion. The motion passed by the following roll-call vote: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, and Wiseman Nay: None Absent: Ward UNFINISHED BUSINESS Councilmember Spencer asked Parks Director Todd Spalding if second floor renovations on the Ellis Porter Park Caretaker’s House have been completed. Director Spalding indicated that renovations have not been completed yet because of construction and timing; not because of budget issues. 7 REGULAR COUNCIL MEETING, DECEMBER 20, 2021 ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Spicer, and approved unanimously at 7:31 P.M.
