I. Call to Order Mayor Koch called the meeting to order at 7:30 A.M. II. Roll Call Present: Absent: Also Present: William F. Koch, Jr James E. Cross Lawrence E. Stahl Kathleen S. Wallace Alan I. Deferred item from Regular Meeting of May 7, 1991 A. Continued Review and Study of a Site Plan submitted by Sam S. Caliendo, Agent for Gerry and Mary Lepkanich, 17217 Hunington Parkway, Boca Raton Polo Club, Boca Raton, Florida 33496 - Requesting approval to construct a two story single family dwelling at 3223 N. Ocean Blvd., Gulf Stream, Florida. Mr. Richard Brooks, representing the applicant, called attention to the revised drawing and displayed a color rendering. He also pointed out that his letter accompanying the drawing listed the revisions that had been made as follows: 1) Reduction of the height of hip roof above entrance arch. 2) Reduction of the height of stair and elevator towers. 3) Raising of the "eye- brow" (roof) intergrating the balcony walls into the design. Mr. Brooks stated that on the drawing that was circulat- ed with the letter, the planters at the balconies were shown but that after discussion with staff, they had been removed and that change is reflected in the color rendering presented today. Commissioner Cross asked Attorney Randolph if it was proper, since the design under consideration had been changed, for the Commission to consider it without first having it return to Architectural Review and Planning for a recommendation. Attorney Randolph replied that it was proper in that the ARPB had reviewed it and made a recommendation. - At that point, he explained, the Commission had deferred action to this meeting and it is proper to make the decision. He added, however, that if the Commission was not comfortable without having further review from the ARPB, they may send it bak to them before making a decision. Commissioner Stahl noted that there was a significant improvement in the design and commented that if the design were to be acceptable, the site plan could not receive a final approval due to it being necessary to amend the other documents required for a site plan approval to match the design presented today. There was no comment from the public. Commissioner Stahl moved to grant preliminary approval of the site plan subject to the following condition: Special Meeting -Town Commission page -2- May 14, 1991 at 7:30 A.M. Submittal to the Commission for final approval, a complete package of revised drawings based on the design presented this morning, which drawings are required for site plan review. The motion was seconded by Commissioner Cross. During discussion Commissioner Wallace asked if the design had also been revised on the east elevation. Mr. Brooks stated that it had been revised to be similar to that on the west elevation that is displayed. He stated that it would all be shown in the final submissions. Commis- sioner Wallace wanted to make certain that this motion did not result in a final approval. She was advised that the final approval would not be given until the full set of revised documents required for a site plan review had be considered. Commissioner Cross questioned if the final set showing all revisions should go thru the ARPB. It was determined that this would not be necessary. There was no further comment and Mayor Koch directed that the roll call vote be taken. Roll Call: Comm. Stahl; AYE, Comm. Cross; AYE, Comm. Wallace; AYE, and Mayor Koch; AYE. Mr. Perry O'Neal, Town Resident, stated from the audiance that he felt the final site plan should go back thru Architectural Review and Planning. IV. Adjournment Mayor Koch adjourned the meeting at 7:45 A.M. [2 Rita L. Taylor Town Clerk O
