PROCUREMENT BACKGROUND A. General Information The City of McCall is requesting proposals from qualified consulting firms, preferably with extensive experience in reviewing municipal golf courses, to perform an agreed upon procedure to review and analyze the operation of the city’s 27-hole Municipal Golf Course. The City of McCall Golf Course is seeking a professional consultant to evaluate the economic benefits to the City of McCall from the McCall Municipal Golf Course and to review the facility and operation of the golf course and to provide recommendations for improving the operating net income. There is no expressed or implied obligation for the City of McCall to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. Any inquiries concerning the Request for Qualifications should be addressed to Dan Pillard at (208) 634-7160, email address: mccallgf@ctcweb.net To be considered, six copies of a proposal must be received by 5:00 p.m. on November 1, 2003 addressed to: City of McCall 216 East Park Street McCall, ID 83638 The City of McCall reserves the right to reject any or all proposals submitted. The City Manager and other City staff will evaluate proposals. Proposals shall include the following as the minimum acceptable information for consideration: a statement of qualifications, references, scope of services, cost projections for the scope of services, and an overview of the process the consultant will utilize, to include a schedule of events. During the evaluation process, the City of McCall reserves the right to request additional information or clarifications, or to allow corrections or omissions. At the direction of the City Manager, firms submitting proposals may be requested to make oral presentations as part of the evaluation process. All proposals submitted are public records subject to public disclosure pursuant to Title 9, Chapter 3, Idaho Code. Submission of a proposal indicates acceptance by the firm of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of McCall and the firm selected. It is anticipated the selection of a firm will be completed by November 15, 2003. Following the notification of the selected firm, it is expected a contract will be executed between both parties within two weeks. II. AUDIT OBJECTIVES AND SCOPE OF SERVICES A. Scope of work to be performed When and as directed by the City of McCall, the selected firm shall perform a complete review and analysis of the Municipal Golf Course operations including all revenue and cost centers. The following is a summary of the services to be provided: Economic Benefits: Evalua tion of the Property Tax revenues to the City associated with properties adjacent to the McCall Municipal Golf Course. Evaluation of the economic benefits to the business community resulting from the operation of the McCall Municipal Golf Course. Evaluation of the overall economic impacts of the McCall Municipal Golf Course to the residents of McCall. Operations Review: Evaluation of the McCall Area golf market (present and future): Overall health of the market Sources of play Short, mid and long term prognosis Emerging trends Analysis of the McCall Municipal Golf Course Market position: How does the Municipal Golf Course perform in relation to its competitors Market share past and present Projected market share based on current operations no change Comparison to Industry Standards for municipal golf operations Evaluation of the golf course and related facilities: Overall grading of current conditions and facilities Comparison to competition Playability and customer enjoyment Evaluation of operations and maintenance: Current management structure Alternative management structures Financial performance Food and beverage Best practices in maintenance and operations Managem ent of golf contract by City Changes to operations and/or maintenance programs which would provide cost reductions or profit improvements within the quality context of the current facility Evaluatio n of sales and marketing program: Advertising and marketing collateral material Web site design / effectiveness for generating sales Sales strategy and practice Hotel promotions and group play Golf concierge program Synergy with resort hotel properties Recommendations to improve market share, financial performance and customer satisfaction: Operations and maintenance Facilitie s and golf course capital improvements Sales and marketing Competitive strategy looking forward Projected market share and financial projections with recommendations implemented Identify business opportunities for consideration by the City and recommendations to improve golf business performance III. REPORTS At the completion of the review, provide the City with a complete report of findings, with supportive documentation and recommendations. Your response should include recent experience regarding similar services provided to other organizations (including references); qualifications of participating consulting staff assigned to this project, a time-line indicating the review, analysis process steps and proposed content of the final report and finally your fee(s) for services described.
