I. PROCUREMENT BACKGROUND
A. General Information
The City of McCall is requesting proposals from qualified consulting firms, preferably with extensive experience in reviewing municipal
golf courses, to perform an agreed upon procedure to review and analyze the operation of the city’s 27-hole Municipal Golf Course.
The City of McCall Golf Course is seeking a professional
consultant to evaluate the economic benefits to the City of McCall from the McCall Municipal Golf Course and to review the facility and operation of the golf course and to provide recommendations
for improving the operating net income.
There is no expressed or implied obligation for the City of McCall to reimburse responding firms for any expenses incurred in preparing proposals
in response to this request.

considered, six copies of a proposal must be received by 5:00 p.m. on November 1, 2003 addressed to:

The City of McCall reserves
the right to reject any or all proposals submitted. The City Manager and other City staff will evaluate proposals.
Proposals shall include the following as the minimum acceptable information
for consideration: a statement of qualifications, references, scope of services, cost projections for the scope of services, and an overview of the process the consultant will utilize,
to include a schedule of events.
During the evaluation process, the City of McCall reserves the right to request additional information or clarifications, or to allow corrections or
omissions. At the direction of the City Manager, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.
All proposals submitted are
public records subject to public disclosure pursuant to Title 9, Chapter 3, Idaho Code. Submission of a proposal indicates acceptance by the firm of the conditions contained in this
request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of McCall and the firm selected.
It is anticipated the selection of a firm will be completed by November 15, 2003. Following the notification of the selected firm, it is expected a contract will be executed between
both parties within two weeks.
II. AUDIT OBJECTIVES AND SCOPE OF SERVICES
A. Scope of work to be performed
When and as directed by the City of McCall, the selected firm shall perform
a complete review and analysis of the Municipal Golf Course operations including all revenue and cost centers.
The following is a summary of the services to be provided:
Economic Benefits:
Evalua
tion of the Property Tax revenues to the City associated with properties adjacent to the McCall Municipal Golf Course.
Evaluation of the economic benefits to the business community
resulting from the operation of the McCall Municipal Golf Course.
Evaluation of the overall economic impacts of the McCall Municipal Golf Course to the residents of McCall.

III. REPORTS
At the completion of the review, provide the City with a
complete report of findings, with supportive documentation and recommendations. Your response should include recent experience regarding similar services provided to other organizations
(including references); qualifications of participating consulting staff assigned to this project, a time-line indicating the review, analysis process steps and proposed content of the
final report and finally your fee(s) for services described.
