SUMMARY STATEMENT: Three responses meeting
the minimum standards have been received from the request for qualifications advertised in October. Two separate proposals were submitted by Spear Consulting and one proposal was submitted
by the National Golf Foundation. Staff evaluated the merits of each individual proposal and is prepared to recommend a leading candidate. Given the significant cost associated with
this project, coupled with the change in Council effective in January, Staff is recommending that we conduct at least one workshop with the Staff and Council to provide the Council with
an overview of the situation at the Golf Course prior to a decision on proceeding with the negotiations and selection of a consultant. The workshop would include a discussion of the
evaluation provided by staff based on the request for qualifications, the current financial situation, alternate proposals, the condition of the course and equipment, staff recommendations
on golf course consultants and other topics that may impact on the Council’s decision.
RECOMMENDED ACTION: Direct staff to prepare a workshop on the Golf Course for January 2004.
