The Town Clerk; h the a self -7.o' wn FlAnager Flannery, advised that
Bethesda Ambulance has submitted a proposal to provide AMS Service for
a period of 19 months which would include a subsidy of $200,000 to be
divided between the Town of Ocean Ridge, The Town of Briny Breezes, and
The Town of Gulf Stream. This was in reply to an offer made by the Towns
for a 19 month contract with a $176,000 subsidy. She advised that in
addition, Bethesda wanted the rate structure charged to the users that
is contained in the current contract to be removed from any new contract
and added as an addendum so that in the event of a rate increase, the
contract would not need to be amended. In addition, Bethesda Ambulance
Service was insisting that a clause in the current contract that provided
the Town provide two rooms for their personnel be honored. The current
housing only provides one small room, she said.
In meetings held by Mr. Flannery with the other Towns, a percentage split
of the subsidy, 60% for Ocean Ridge, 208 for Gulf Stream, and 20% for
Briny Breezes, had been arrived at by considering the number of service
calls to each and the peak population of each. Bethesda had agreed to
to a payment of $60,000 for the first 7 months and $140,000 for the follow-
ing 12 months in order to help with this fiscal year shortfall. If this
offer were to be accepted, the Gulf Stream share would be $1,714.28 per
month the first 7 months and $2,333.33 per month for the following 12 months,
The Town Clerk further advised that the Town of Briny Breezes had met and
agreed to these terms provided the other towns agreed also and that Ocean
Ridge had met and authorized Town Manager Miceli to negotiate for an equal
three way split between the Towns. The Clerk went on to say that a poll
of the Briny Breezes Council had been taken with regard to the Ocean Ridge
proposal of an even split and the results had been that until such time
as it was determined that the original 60 -20 -20 split was not a fair
representation, they would not be reconsidering their original decision.
Mayor Koch reminded -that there still is the offer from Delray Beach to
provide paramedic service for a cost of $59,000 for 12 months but with the
provision that when the Ocean Ridge Fire Contract expires, September, 1992,
a full service fire and paramedic contract be negotiated. He said he would
be reluctant to enter into an agreement with a commitment 19 months in
the future. All members of the Commission agreed that emergency medical
services should continue to be available to the residents.
Commission Stahl questioned if there was factual information to support
the 60 -20 -20 split and was advised that there was data for this.
Mayor Koch passed the gavel to Vice Mayor Armour declaring he may have a
conflict in this matter in that he serves on the Board of Trustees for
Bethesda Hospital, but without any renumeration for doing so.

Commissioner Stahl moved that the Bethesda Ambulance Service proposal to
provide EMS for a 19 month period at a subsidy of $200,000 with Ocean
Ridge paying 60 %, Briny Breezes paying 20 %, and Gulf Stream paying 20 %,
be approved and that Mayor Koch be authorized to meet with the Town Manager
of Ocean Ridge to resolve the differences in the proposed arrangement.
The motion was seconded by Commissioner Wallace. Roll Call: Comm. Wallace;
AYE, Comm. Cross; AYE, Comm. Stahl; AYE, Vice Mayor Armour; AYE, with
Mayor Koch abstaining due to a possible conflict.
Vice Mayor Armour returned the gavel to Mayor Koch.

V. Adjournment
Mayor Koch adjourned the meeting at 8:30 A.M.

which you are abstaining from voting; and
WITHIN 15 DAYS AFTER THE VOTE OCCURS by completing and tiling this form with the person responsible for recording
the minutes of the meeting, who should incorporate the form in the minutes.

Consideration of a contract renewal for Bethesda Ambulance to
provide EMS Services to the Town of Gulf Stream came before the
Town Commission.
Inasmuch as I serve as one of the Trustees for Bethesda Hospital,
I was concerned there may be a conflict even tho I serve both the
hospital and the Town for no renumeration.
