IN THE TOWN HALL OF GULF STREAM, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order Mayor Koch called the meeting to order at 10:30 A.M. II. Roll Call Present: William F. Koch, Jr. Alan I. Budget Presentation for 1991 -1992 A. Budget Consideration Commissioner Armour stated that he wanted to make clear his position on salaries for the employees. He advised he is not opposed to increases in salaries and benefits if it is economically feasible and in the best interest of the Town, the residents, and the employees. He went on to add that he is against across the board salary increases because he felt that a worker who does an outstanding job should be rewarded more than a worker who does not do the job as well. Mayor Koch stated that he felt that was the position of the entire Commission. Mr. Gwynn, Finance Director, presented the budget in the amount of $1,205,900 for the Operating Fund and $254,000 for the Water Fund. The proposed millage for the Operating Fund was $3.5081 per $1,000 of appraised value and $0.7803 for the Debt Service for a total proposed millage of $4.3333 per $1,000 of appraised value. The Rolled Back Millage Rate was shown as $3.3109 per $1,000 of appraised value. The proposed millage was 7.3122% over the rolled back rate. This increase is not entirely due to an increase in expenses but also due to the fact that the shared revenues from the State of Florida have been reduced due to the economic conditions in general. Mr. Gwynn cited the largest increases in expenses as the paramedic services, the fire contract, insurance premiums, legal advertising, and salaries and benefits. Mr. Gwynn then explained each line item in the budget. With regard to legal expense, it was agreed by the Commission to shift $5,000 from the administrative legal.fees to the ARPB expense in that they are now using the attorneys services to a much larger degree than in the past. The Commission also agreed to reduce the Contingency from $30,000 to $15,000, citing the fact that it appears ..there will be a surplus at the end of the current fiscal year. Special Meeting -Town Commission page 2 July 19, 1991 In the matter of salaries, Mr. Gwynn explained that Mr. Flannery had requested that the Town's contribution to the employees pension fund be increased by 2 %, bringing the contribution to 12.6 %, that the maintenance employee be given an increase of $.50 per hour, or $9.50 per hour, and that a 2% increase be included in police salaries to be distributed in the form of merit raises following evaluation of the Oemployees. Mr. Flannery stated that neither he or Mrs. Taylor were asking for an increase but he would like for the Town Clerk to have an increase of $3,000 per year, citing the extra hours she works and her performance. Commissioner Cross moved to budget a $3,000 increase for Mrs. Taylor, to be taken from the budgeted contingency account prior to reducing the contingency to $15,000, resulting in the contingency account and the total budget being reduced by $12,000. Mayor Koch pointed out that the streets would be needing attention within the next few years and he felt the Town should start saving for this. He added that when they were resurfaced, the contractor had mentioned a maintenance program and he felt this should be explored. The Commission directed Town Manager Flannery to obtain information on this and also directed that he make an inspection of the streets in an effort to determine which are most in need of attention. B. Proposed Millage Rate for 1991 -1992 Commissioner Wallace moved and Commissioner Armour seconded that the proposed millage rate for the operating fund be $3.5081 per $1,000 of appraised value and the proposed millage rate for the water fund be $0.7803 per $1,000 of appraised value for a total proposed millage of $4.2884 per $1,000 of appraised value. Certification of Rolled Back Millage Rate Commissioner Stahl moved, seconded'by Commissioner Armour, that the Rolled Back Millage Rate for the Operating Fund be certified at $3.3109 per $1,000 of appraised value. Dates of Public Hearings for Budget Adoption Commissioner Armour moved that the first public hearing be held on September 13, 1991 at 5:01 P.M. in the Town Hall, seconded by Commissioner Stahl. Roll Call: Comm. Wallace; AYE, Comm. Cross; AYE, Comm. Armour; AYE, Comm. Stahl; AYE, and Mayor Koch; AYE. Commissioner Armour then moved that the second public hearing be held on September 24, 1991 at 5:01 P.M., seconded by Commissioner Cross. Roll Call: Comm. Wallace; AYE, Comm. Cross; AYE, Comm.
