CALL TO ORDER
The October 29, 2010, City Council "Brown Bag" Meeting was convened at 12:13 P.M. In
the absence of Mayor John Landwehr and President Pro Tempore Ron Medin, City
Counselor Nathan Nickolaus stated that the Council will need to make a motion, second,
and vote to elect a presiding officer for this meeting.
ATTENDANCE
The following Council Members were present:
Present: Carroll, Griffith, Harvey, Koon, Pope, and Scrivner
Absent: Medin, Penfold, Struemph, and Weber
A quorum was present.
The first item of business was the election of a presiding officer to preside over the meeting
in the absence of the Mayor and President Pro Tempore.
Councilman Bob Scrivner nominated Councilman Mike Harvey as presiding officer,
seconded by Councilman Rich Koon, and approved unanimously.
DISCUSSION OF AGENDA ITEMS
2010 -78 (Tattoo ordinance) - Councilman Dave Griffith and Councilwoman Carrie Carroll
clarified the issue of making any amendments to this bill. After discussion, City Counselor
Nathan Nickolaus was asked to get information from other cities regarding insurance
coverage and whether they limit the hours of operation. Councilman Bob Scrivner stated he
intends to make a motion Monday night to divide the issue into two bills.
RS2010 -41 (taxi license) - Councilman Bob Scrivner stated he is withdrawing this
Resolution to allow the Council more time to discuss the issue. City Counselor Nathan
Nickolaus explained how the process will work to make sure all deadlines required during
the application process are met. Councilman Bryan Pope stated he would like to see a copy
of the current certificate of need held by the existing taxi service in the City.
