The Council of Bal Barbour Village met Saturday, :larch 29,
1969 at 9:30 A.M. in the Village Ball.
Present were: Messrs. Beatty, Hart, Printup, Taplin and White
Also present were Fred W. Maley, Acting Village Manager;
Mary T. Wetterer, Village Clerk; Thomas H. Anderson, Village Attor-
ney; and George Whittaker and Jay Roth, Village Engineers.
In connection with the planned widening, recurbing and re-
surfacing of Collins Avenue, Mr. ,Anderson explained to the Council
the provisions of the contract submitted by the State Road Depart-
ment in regard to the Village's liability in moving the utilities
on Collins Avenue. On motion of Mr. Bart, seconded by Mr. Beatty,
the Acting Village Manager was authorized to sign the contract.

amending Ordinance No. 37, providing for the content of signs. On
motion of Mr. hart, seconded by Mr. Printup, and unanimously voted
the Ordinance was adopted.
Mr. Maley said the application had been prepared to submit to
the Corps of Engineers for the dredging of the sand from the ocean
in front of the harbour house and building a sand bag groin at
96ht Street 200' from the bulkhead seaward. After discussion it
was the Council's decision that the Acting Village Manager and
Engineers should file this application and proceed with the con-
struction of the groin. Mr. Maley read to the Council a, proposal
from Beach Dredging Company outlining their fees and the availabil-
ity of their dredge .on May 31, 1969. No action was taken on this
proposal. It was moved bt Mr. Bart, seconded by Mr. Beatty and
unanimously voted that the Acting Village Manager with Bill Webb
and the Village Engineers work up a firm program for restoration
of the beaches and set up a budget for a permanent program. The
budget to include an expenditure of $5,000 to Dr. Dean of the
University of Florida for the construction of a model of our
oceanfront for study and recommendations to the Village on methods
.of sand retention. Mr. Maley reported to the Council that he and
Mr. Taplin and Mr. Anderson had appeared before the Dade County
Commission and had been assured that the County Commissioners
would not let a contract for the new Lighthouse Restaurant before
consulting with Bal Barbour Village regarding its location in
relation to the proposed sand transfer station.
Mr. Maley said that Mr. Robert Hall and Mr. William Bozas of
Edward D. Stone, Jr. and Associates were present to give the Council
a presentation on plans that would encompass the total landscaping
and beautification of Collins Avenue, and the north right-of-way
area on 96th Street from Collins Avenue to the waterway. Mr. hall
showed the Council slides of various projects undertaken by their

firm and certain existing conditions in Bal Harbour. He proposed
that his firm would develop and presnet a master plan concept
for the entire project, including design development studies
(plans, sections and perspective sketches) including materials,
street furniture, bus stops, drive details, cross walks, park-
ing areas under the haulover Bridge, landscaping conditions
and other considerations as required to illustrate design solu-
tions. Preliminary cost estimates will be included for the sum
of $10,000. Also outlined were fees for additional work, in-
cluding detailed plans and contract documents, $9,000 and
inspections, $3,600. It was explained that the new landscaping
plans would be incorporated with those now being used by the
State Road Department. On motion of Mr. Talpin, seconded by
Mr. Printup, it was unanimously voted to contract for the master
plan in the amount of $10,000.
Mr. Beatty explained to the Council that he ,would like to be
included again in the Village's group hospitalization plan and
that he had discussed the matter with other councilmen who were
under 65 years old and they had also indicated they would like
the coverage. Mr. Maley explained the terms of the group policy
and that it also provided for a Medicare supplement for those
over 65. After discussion it was moved by Mr. Beatty, lgeconded
by Mr. Printup and unanimously voted that the Village group
insurance would be amended to include councilmen under 65 in
the regular plan and councilmen and appointed "officials over 65
in the Medicare supplement plan. The cost of the insurance for
the councilmen to be paid by the Village with any family cover-
age paid by the individuals desiring family coverage:
The Village Clerk read a letter from the Chamber of Commerce
requesting that Bal Harbour Village be represented at the annual
dinner this year honoring Dr. John Yenches, founding pastor of
the Church By The Sea. On motion of Mr. Beatty, seconded by Mr.
Printup, it was unanimously voted that any of the Council or
officials and wives who wished to attend would attend as guests
of the Village.
The Clerk read
ORDINANCE NO. 14+1
providing for the experimental use of voting machines for the -
April 1, 1969 election. On motion of Mr. Beatty, seconded by
Mr. Printup, the ordinance was adopted.
There being no further business on motion of Mr. hart,
seconded by Mr. Beatty, the meeting was adjourned at 10:55 A.M.
