CALL TO ORDER
The November 8, 2010, Council Work Session was convened at 5:35 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll (arrived at 5:47 P.M.), Griffith, Harvey, Koon, Medin, Penfold,
Pope, Scrivner, and Weber
Absent: Struemph
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Conference Center Issues
City Administrator Steve Rasmussen introduced guests which were present from Garfield
Traub, Piper Jaffray, DLR Group, The Ehrhardt Group, the Chamber of Commerce, and the
CVB, all of whom have been working with the City on the conference center project for
some time.
Mr. Steve Moffett of Garfield Traub made a presentation regarding proposed financing plan
for the project.
Mr. Jack Dillingham of Piper Jaffray spoke about the parking garage portion of the project
by using 20 -year municipal bonds.
*Councilwoman Carrie Carroll arrived at this point in the meting (5:45 P.M.)
Mr. Ken Martin with DLR Architecture Group made a presentation about the hotel and
conference center parking.
City Counselor Nathan Nickolaus and City Administrator Steve Rasmussen discussed the
status of all associated agreements.
A lengthy question and answer period followed the presentations, and at the conclusion,
Mayor John Landwehr asked staff to get the information regarding the geotech issue to the
consultants and determine if that also considers into the figures assembled by staff. He
asked that the answers to all the questions raised tonight be provided to the Council within

the next few days so they will have it before they are asked to vote on any related
ordinances.
