See attached information from Bob Hunt. Members of the ad-hoc conference center committee, Mr. Benad, Mr. Hunt, and members of the Urban Renewal Agency will each address the Council.  RECOMMENDED ACTION: Direct staff to negotiate with the Richard Steven Group as the single group for a partnership to bring a conference center to McCall; to recommend the project to the URA for possible funding as requested in the proposal; to sponsor grants provided negotiations are successful; to develop a management agreement; to require URA approval of the final design of the facility, to include interior, exterior, and site. May 22, 2003 The staff was directed to move forward in making grant applications in support of a conference center at the site in the Richard Steven Group proposal by the end of this calendar year.   City of McCall, Idaho Community Development Department Memo To: City Council members  From: Lindley Kirkpatrick, AICP  Date: April 17, 2003  Re: AB 03–53, Conference Center recommendation   The ad-hoc conference center committee has completed their review of the three proposals submitted in response to the City’s Request for Proposals for a development partner to construct a conference center. The committee recommends that “the City Council direct staff to negotiate with the Richard Steven Group as the single group for a partnership to bring a conference center to McCall; to recommend the project to the URA for possible funding as requested in the proposal; to sponsor grants provided negotiations are successful; to develop a management agreement; to require URA approval of the final design of the facility, to include interior, exterior, and site.” All three proposals are available on the City’s website. The Urban Renewal Agency met on April 15 and unanimously agreed to a plan of action to address the design issue, the ownership and management of the facility, public involvement, and the type and level of URA financial participation. The attached summary sheet identifies four potential grant opportunities that can be used for construction of the conference center. The City has been awarded a Technical Assistance (TA) Grant from the US Department of Commerce Economic Development Administration (EDA) to assist with project development. The scope of work for the TA grant includes: development of a contract between the URA/City and the development partner; development of building designs and site planning, including architectural design, and civil and structural engineering, and cost estimates; and development of the URA funding options, including amendments to the urban renewal plan to further the construction of the facility, bond counsel, public hearings, meetings with developers, consultants, and others. The total budget for these activities is $60,000. The grant will provide $40,000 and a local match of $20,000 will be provided. The URA has agreed to provide up to $20,000 as match, if necessary. The developer’s design cost ($7,000 so far) can likely be used as match, reducing the URA contribution.
