SUMMARY STATEMENT:
The Cascade Reservoir Coordinating Council has recommended that the Handbook of Valley County Stormwater
Best Management Practices be updated. See the attached letter. The City uses the Handbook extensively. The most efficient way to update the Handbook is use the existing Cascade Reservoir
Technical Advisory Committee (TAC), rather than create a new committee with essentially the same membership. The TAC has already developed several ideas for revisions.
RECOMMENDED
ACTION:
Authorize the Mayor to sign the attached draft letter to the Valley County Commissioners, requesting that the Handbook be revised and that the Cascade Reservoir TAC be the advisory
committee responsible for developing revisions.

Dear Commissioner Gestrin:
The City of McCall uses the Handbook of Valley County Stormwater Best Management Practices extensively. The City is aware of recent
advances in the field of stormwater treatment have resulted in the development of stormwater best management practices (BMPs) that are not included in the Handbook. In fact, we have
successfully used such new BMPs on two occasions in our downtown.
The Cascade Reservoir Coordinating Council (CRCC) has suggested that the Handbook be revised to reflect these new technologies.
The Handbook states that it is the responsibility of the Valley County Commissioners to appoint a committee to review, oversee and recommend appropriate revisions to the Handbook. Approval
of any recommended revisions is the responsibility of the Commissioners. The City also has the ability to adopt additional revisions or special requirements specific to our needs.
The
City Council recommends that the Cascade Reservoir Technical Advisory Committee (TAC) be appointed to serve as the advisory committee for the revision of the Handbook. The Cascade Reservoir
TAC includes representation from the appropriate stakeholder groups, and has agreed to serve in this capacity if so appointed. A list of current Cascade Reservoir TAC members is enclosed.

to the Handbook of Valley County Stormwater BMPs
Dear Commissioner Kerr:
The Cascade Reservoir Coordinating Council (CRCC) is writing this letter in response to recommendations from
the Cascade Reservoir Technical Advisory Committee (TAC) regarding the Handbook of Valley County Stormwater BMPs. It has come to the attention of the Cascade Reservoir TAC and CRCC
that recent advances made in the field of stormwater treatment have resulted in the development of stormwater BMPs that are not included in the Handbook.
The Handbook states that
it is the responsibility of the Valley County Commissioners to appoint a committee to review, oversee and recommend appropriate revisions to the Handbook. Approval of any recommended
revisions is the responsibility of the Commissioners.
As the Cascade Reservoir TAC includes representation from the stakeholder groups that are to be included in the appointed revision
committee, the CRCC recommends that the Cascade Reservoir TAC be appointed to serve in this capacity. The Cascade Reservoir TAC has agreed to serve in this capacity if so appointed.
A listing of current Cascade Reservoir TAC members and representation is enclosed.
The CRCC further recommends that a schedule be identified for routine review of the Handbook so that
BMPs included therein will be as up-to-date as possible; and current science and technology will be available to those using the Handbook.
The CRCC recognizes that the municipalities within Valley County also utilize the Handbook, and have included them in this correspondence.
