SPECIAL MEETING OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM,
CALLED AT THE ORDER OF THE MAYOR, TO BE HELD ON WEDNESDAY, AUGUST
14, 1991 AT 3:30 A.M. IN THE TOWN HALL OF GULF STREAM, 100 SEA

TOWN COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT THIS MEETING,
SAID PARTY WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSE,
MAY NEED TO INSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE,
WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL

SPECIAL MEETING OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM,
FLORIDA HELD IN THE TOWN HALL ON WEDNESDAY, AUGUST 14, 1991 AT 8:30 A.M.

Call to Order Mayor Koch called the meeting to order at 8:30 A.M.

xiie gown ulerx announced that a resume had been received and
distributed to the Commissioners from the following:
Walter O. Barry, Malcolm T. Bird, Betty J. Butler,
Arthur W. Broughton, E. Scott Harrington, and
Frank R. Spence.
Mayor Koch asked for comments from the Commissioners.
Commissioner Stahl stated that he felt all candidates were over - qualified,
with the exception of one, and would not be happy for long. He added that
there is currently a good team working relationship with the Town
Employees and bringing in someone new could be disruptive. He
was in favor of appointing Scott Harrington, the current Planner and
Code Enforcement Officer.
Mayor Koch agreed with Commissioner Stahl and added that he felt the
area of planning is the most important duty at this time along with
dealing with all of the additional requirements being mandated by
higher agencies. He believed that managment was not a big item with
the current department heads in place.
Commissioner Wallace observed that all candidates were well qualified
but that she favored the appointment of Mr. Harrington becuase he
knows the Town, having prepared the Comprehensive Plan and worked as
the Code Enforcement Officer, and knowswhat the property owners in the
Town feel is important to preserve character and lifestyle of Gulf
OStream.
Commissioner Armour stated that during his interview with Mr. Harrington,
considerable discussion was held with regard to his continuing to
have the responsibility of the planning and code enforcing in addition
to the duties of Town Manager. He added that Mr. Flannery, in his
recommendation of Mr. Harrington, had indicated that this would be
possible. Commissioner Armour questioned if this was realistic and
felt if it was, there should be a job description prepared to cover
it. Commissioner Stahl pointed out that there is one for the Town
Manager duties and he felt that the two functions should be kept
separately rather than including them all in one discription. Town
Manager Flannery repeated that Mr. Harrington would be able to function

as Town Manager, Planner and Code Enforcement Officer, pointing out
that he had originally functioned in several capacities.
Commissioner Cross stated that he agreed that Mr. Harrington would
best fit the needs of Gulf Stream, pointing out that he is in tune
with this small town.
OCommissioner Armour moved that E. Scott Harrington be appointed as
Town Manager with a Commission review to follow at the end of six
months. The motion was seconded by Commissioner Stahl. Roll Call:
Comm. Wallace; AYE, Comm. Cross; AYE, Comm. Stahl; AYE, Comm. Armour;
AYE, and Mayor Koch; AYE.
With the appointment of a Town Manager having been made, the Commission
turned to the matter of salary and benefits. Commissioner Stahl sug-
gested that Mayor Koch negotiate with Mr. Harrington regarding this.
Mayor Koch distributed an outline he had prepared based on what he
considered the position of Town Manager was worth. The outline listed
a base starting salary of $44,000 with a provision for an increase to
$48,000 at the end of 6 months. In addition, $3,000 would be provided
for Educational Courses /Conferences related to the profession. Fringe
benefits would include the employee benefits in place which include
health insurance, social security, retirement plan, vacation and sick
time, and vehicle allowance including fuel. Mr. Flannery explained
that Department Heads historically receive 4 weeks vacation after one
year of employment and all employees accumulate sick time at 1 day
per month. Several of the Commissioners felt that 4 weeks after one
year may be too generous but generally viewed the proposal favorably.
Commissioner Stahl moved that Mayor Koch be authorized to negotiate
the salary and benefit package with Mr. Harrington. The motion was
seconded by Commissioner Wallace. Roll Call: Comm. Wallace; AYE,
Comm. Cross; AYE, Comm. Armour; AYE, Comm. Stahl; AYE, and Mayor Koch; AYE.
IV. Adjournment
Mayor Koch adjourned the meeting at 8:45 A.M.
