WORK OPPORTUNITIES
MEMORANDUM OF AGREEMENT WITH A PUBLIC AGENCY
This agreement is entered into between the Idaho Department of Health and Welfare (th Work
pP
O ortunities Contracting Agency), hereinafter called the Agency, and C.A 77 �k Cedia, a
publlic agency, hereinafter called the Sponsor. This agreement is being negotiated under contract by
1 jjf A , hereinafter called the Contractor, on behalf of the Idaho Department of Health and
Welfare. It is agreed by and between the parties as follows:
1. The Sponsor assures that placement of Work Opportunities participants:
(a) does not result in the displacement of currently employed workers, including partial
displacement, such as reduction in hours of non -overtime work, wages, or employment
benefits, and
(b) does not impair existing contracts for services in connection with work that would
otherwise be performed, including services normally provided by temporary, part-time, or
seasonal workers or through contracting such services out.
2. The Sponsor will comply with provisions of Title VI of the Civil Rights Act of 1964, as those
provisions relate to work experience assignments.
3. The Sponsor understands that Work Opportunities positions may not in any way be related to
political, electoral, or partisan activities.
4. The Sponsor understands that Work Opportunities positions must not violate any existing labor
agreement between employees and employer, and may not be developed in response to or in any
way associated with the existence of a strike, lockout, or other bona fide labor dispute.
5. The Sponsor understands that Work Opportunities positions must comply with applicable health
and safety standards.
6. The Sponsor agrees to protect the participant's right to confidentiality of being a cash assistance
recipient. The Sponsor agrees to provide all information needed by the Department of Health and
Welfare and the State Insurance Fund regarding this placement and workers' compensation.
7. When appropriate, and at the discretion of the Sponsor, participants will complete and sign forms
provided by the Sponsor showing volunteer status.
8. The Sponsor acknowledges that Work Opportunities participants are not employees of the Sponsor
and are not entitled to benefits provided regular employees (e.g., vacation, sick leave, pension,
etc.). The Sponsor is entitled to all protections and immunities granted under the Idaho Workers'
Compensation Act.

9. The Sponsor agrees that it will not require participation beyond the hours specified per work week
or more than eight (8) hours in one day without prior notification and concurrence of the Agency
and the Work Opportunities participant.
10. The Sponsor acknowledges that the placement will last no more than thirteen weeks. Under special
circumstances, the placement period may be extended with prior concurrence of the Agency, the
Sponsor, and the Work Opportunities participant.
11. The Sponsor agrees to accept only that number of Work Opportunities participants who can be
utilized productively and which will enable participants to learn vocational skills and gain work
experience.
12. The Sponsor will provide participants with orientation, sufficient training and supervision to enable
them to competently perform work assignments. The Sponsor agrees to provide training on safety
to the same degree that other workers are trained. The Sponsor has a written commitment that
safety and safe work procedures have a high priority.
13. The Sponsor agrees to provide tools, equipment, and supplies used by the intern in carrying out
work assignments.
14. Participants will not be required to use their personal vehicle in the performance of their job duties.
15. The Sponsor will require the same basic responsibilities to the job by the Work Opportunities
participants as is required by employees. The Sponsor will notify the Contractor within 24 hours if
a Work Opportunities participant:
* sustains an injury while performing work duties;
* neglects their assigned tasks, duties or responsibilities;
* displays disruptive behavior;
* fails to appear at the work site without reasonable explanation.
16. The Sponsor agrees to release participants from work when requested in order for them to attend
special classes, job interviews, and to seek employment. The Sponsor acknowledges the right of
participants to accept paid employment at any time during the duration of the work site placement.
17. The Agency and/or Contractor will attempt to be considerate of the needs of the Sponsor in
scheduling other program activities of the participant.
18. The Sponsor agrees to submit a monthly time report of the hours worked by each participant to the
Contractor and any other required information related to its role as Sponsor as requested.
19. The Contractor will maintain contact with the Sponsor for purposes of monitoring the participant's
progress and the work site placement.

20. The Contractor will assist the Sponsor in resolving issues that may arise during the participant's
placement.
21. The Sponsor agrees to give the Contractor prior notification of intent to release a participant and
will provide the Agency and Contractor with a report for each Work Opportunities participant who
leaves the work site.
22. The Sponsor by signature of this agreement hereby certifies that, as a public agency, it is self -
insured.
23. The Agency provides coverage under the provisions of the Idaho Workers' Compensation Law
pursuant to the provisions of Section 72-230, Idaho Code. The Department of Health and
Welfare's Work Experience Program Workers' Compensation Policy Number 539043 will cover
participants placed in Work Opportunities positions with the Sponsor.
If a Work Opportunities participant is injured on duty resulting in the need for medical care or
absence of work for one (1) or more da s, the work site supervisor will immediately notify the local
Department of Health and Welfare at 046-334 - 63�- , AND the State Insurance Fund
at (208) 334-2370. A claim form must be completed and returned to the DHW Office at
4-4 /l qk I. W-t.0 within five days of the injury.

24. Indemnification: The Sponsor shall indemnify, defend, and save harmless the State of Idaho and
the Agency, its' officers, agents, and the employees from and against all liability claims, damages,
losses, expenses, actions, and suits whatsoever, including injury or death of others or any employee
or trainee of the Sponsor caused by or arising out of performance, act, or omission of any term of
this agreement.
25. The Sponsor or Agency may cancel this agreement at any time upon thirty (30) days written notice
to the other party, specifying the date of termination. Cancellation of the contract by either party
shall terminate the responsibilities of the parties, except that the responsibilities incurred prior to
the termination date shall be honored.

POSITION DESCRIPTION
Class Title: Deputy City Clerk
Department: Finance and Administration
GENERAL PURPOSE
Assists the City Clerk in carrying out a variety of routine clerical, and administrative work in the
administration of the City government.
SUPERVISION RECEIVED:
Works under the general supervision of the City Clerk -Treasurer
SUPERVISION EXERCISED
None
ESSENTIAL DUTIES AND RESPONSIBILITIES
Prepares a variety of studies, reports and related information for
decision -making purposes.
Assists with the maintenance of official City records and public documents; may perform certification and
recording for the City as required on legal documents and other records requiring such certification; may
seal and attest by signature to ordinances, resolutions, and contracts, easements, deeds, bonds or other
documents requiring city certification; catalogs and files all city records; stores (and retrieves, when
necessary) specific records on electronic imaging system for long term preservation.
May attends regular and special city council meetings; oversees or performs an accurate recording of the
proceedings, preparation of the minutes in proper legislative terminology, recording, indexing and
filing for the public record; distributes information as requested
Prepares and distributes agendas, materials, minutes and records of meetings.
Files ordinances and resolutions of the council and may oversee the codification of ordinances into the
McCall City Code.
Prepares and advertises meeting agendas, bid and other advertisements, and legal notices of public hearings
and special meetings.
Prepares reports for Council Meetings as directed.
May administer the issuance of municipal licenses, including hawker, animal, alcoholic beverage, various
regulatory licenses as assigned in accordance with applicable city ordinances and other regulations.
Performs duties of Cashier/Receptionist in the absence of the Cashier/Receptionist; enters cash receipts;
posts payments to customer account; may run reports on daily cash received; answers and routes incoming
calls or provides information as required; greets and assists the public.
May administer oath of office to public officials.
Registers voters; may assist with the conduct of city elections.
Serves as a notary public.
Prepare surveys and other reports as directed.
Provides public records and information to citizens, civic groups, the media and other agencies as
requested.
May process claims and vouchers for payment; disburse city funds upon approval of vouchers; run accounts
payable reports.
May enter requisitions; process purchase orders; run reports in absence of Staff Accountant.
Designs and compiles employee newsletter.
Opens and distributes mail; logs customer payments.
PERIPHERAL DUTIES
May type Council Members'and Mayor's correspondence; make reservations and travel arrangements for
meetings, seminars, and conventions.
Assists in the preparation of ordinances and resolutions as directed.
May, in the absence of the City Clerk -Treasurer accept claims for damages and other legal papers served on
the City.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) High School Diploma or equivalent, and
(B) Two (2) years of related experience; or
(C) Any equivalent combination of education and progressively responsible experience, with additional
work experience substituting for the required education on a year for year basis.
Necessary Knowledge, Skills and Abilities:
(A) Working knowledge of the principles and practices of modern public administration; Extensive
knowledge of office practices and procedures; Working knowledge of modern records management
techniques, including legal requirements for recording, retention and disclosure;
(B) Skill in operation of listed tools and equipment;
(C) Ability to accurately record and maintain records; Ability to establish and maintain effective working
relationships with employees, other departments, officials and the public; Ability to communicate
effectively verbally and in writing.
SPECIAL REQUIREMENTS:
Notary public certification within six months.

Typewriter, personal computer, including word processing, spreadsheet and data base software; accounting
systems for cash receipting, utility billing, accounts payable; electronic imaging system; 10-key calculator;

POSITION DESCRIPTION
Class Title: Building Maintenance Worker
Department: Finance and Administration
GENERAL PURPOSE
Performs a variety of tasks in the care and maintenance of city buildings.
SUPERVISION RECEIVED:
Works under the close supervision of the City Clerk Treasurer.
SUPERVISION EXERCISED
None generally. May supervise temporary employees or community service workers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Changes light bulbs and fluorescent tubes.
Sweeps, vacuums, mops, dusts, shampoos, steam cleans, strips, waxes, polishes, and buds floors, carpets,
and furniture, etc.
Dumps trash cans and garbage and reline cans with liners.
Cleans and sanitizes restrooms and replenishes supplies; cleans spills; cleans drinking fountains, mirrors,
tables, walls, fixtures, blinds, light fixtures, etc.
Washes windows, walls, metal and woodwork.
Cleans rain gutters and sidewalks.
Picks up litter from around buildings and grounds.
Removes snow from entrances to building and sidewallc access.
Performs minor semi -skilled interior building maintenance and repairs such as painting, plumbing,
carpentry, mechanical, and other unskilled and semi -skilled trades work.
Contacts and coordinates with local contractors to obtain proposals on trades work that involves the use of
tools not owned by the city or skills beyond the scope of this position. Coordinates and schedule local
contractors work.
Inspects and maintains assigned custodial equipment and small tools for proper operating condition.
Keeps records of work completed.
Maintains current skills and knowledge in the proper and safe techniques of building
maintenance.
PERIPHERAL DUTIES
May serve on various employee committees, as required and assigned.

GENERAL PURPOSE
Performs a variety of clerical, secretarial and administrative work in keeping
official records, and providing administrative support to the Community
evelopment staff.

Works under the close supervision of the City Engineer.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs routine clerical and administrative work in receiving the public,
providing customer assistance, and, data processing.
Assists in the procurement of department materials and supplies.
Operates listed office machines as required.

Composes, types, and edits a variety of correspondence, reports, memoranda, and
other material requiring judgment as to content, accuracy, and completeness.
Prepares records such as notices, minutes, and resolutions.
Acts as custodian of departmental documents and records. Establishes and

judgment.
Maintains inventories and orders office supplies and materials, maintains
departmental personnel records.
