CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for MARCH, 2009 I) Call to Order: The March 24, 2009 Recreation & Parks Commission meeting was called to order at 5:04 p.m. by Chairperson Charles Wood. II/III) Invocation & Pledge: The Invocation was led by Commissioner Margie Harper and the Pledge of Allegiance was recited by Vice Chairperson Joanette Gutierrez. IV) Roll Call: Present Absent Commissioner Salazar Commissioner Hernandez Vice Chairperson Gutierrez Commissioner Harper Chairperson Wood V) Agenda Posting: The Agenda was duly posted for the March 2009 meeting as prescribed by the Brown Act. VI) Approval of Past Minutes: Chairperson Wood calls for a motion for review and approval of the minutes for the Recreation & Parks Commission meeting held on March 24, 2009. Vice Chairperson Gutierrez motions for approval of the minutes. Commissioner Harper seconds the motion. All Commissioners vote in favor to approve the minutes and the motion is passed. Ayes: 5 Noes: 0 VII) Correspondence: Letter re: No Dogs Allowed at Ham Park -Chairperson Wood stated that he often sees pit bulls pulling their owners along at Lynwood City Park. Mr. Mark Flores, Recreation Superintendent II stated that dogs must at least be on a leash. He does not believe that certain breeds can be banned from the park. He can research so that the Recreation & Parks Commission can make a recommendation to Council. Chairperson Wood suggests that no dogs be allowed during peak hours when children are present in the park. Mr. Flores stated that the City's new security contractor will have the authority to ticket patrons for City code violations. Definitive hours must be put in place. Vice Chairperson Gutierrez says she is concerned about dogs leaving their "calling card" all over the park. Mr. Flores stated that this is one of the violations for which a ticket can be written by Security. Vice Chairperson Gutierrez is also concerned about male dogs marking their territory on the playgrounds and dogs with worms. At this time, Chairperson Wood requests that the Commission skip ahead to the Ham Park update by Arsenio Frontela, Associate Civil Engineer, Public Works. See C. under scheduled Matters. VIII) Public Orals: Pearline Calderon, 4010 Josephine Street, Lynwood, requests the facility usage report for Bateman Hall for January 2009. IX) Scheduled Matters: A. Lynwood City Park Maintenance & Appearance -Chairperson Wood stated that the pipes that are holding the fence together are missing. The fence needs to be replaced. He stated that the snack bar looks terrible. It needs painting and the ceramic the needs replacing. The netting also needs to be replaced. Foul balls are hit into the bleachers; it's a miracle no one has been hurt. Mr. Flores stated that contractors are bidding on all fences throughout Lynwood City Park so that they can be repaired and/or replaced at the same time. Trash cans and water leaks are on the City's Capital Improvement Project list for the next budget process. The City Council will choose priority items from a list prepared by staff. Mr. Flores stated that the snack bar windows have been fixed. Currently bids are being requested for the repair of the restrooms. Mr. Flores stated that if the public continues to voice their concerns and complaints; those issues are more likely to be priority items. Commissioner Hernandez asks if the railing can be put back up at the skate park and near the back door at the Community Center. Mr. Flores stated that he will bring a report to the next meeting. Commissioner Salazar suggested speed bumps to keep vehicles from racing through the parking lot. Commissioner Hernandez also inquired about the smoking situation she has mentioned before. Mr. Flores stated that it is against the law to smoke within 20-feet of the Community Center. We need more security cameras to catch people in the act so that they can be ticketed. Commissioner Hernandez asks whether the playground slides have been fixed. Mr. Flores stated that the plastic slides have been vandalized. We are working with the manufacturers to have the slides repaired. Commissioner Salazar stated that he's seen youth smoking pot near field #2 in the park. He called for security but no one ever came by. After about 15-minutes the youth left on their own. Commissioner Salazar stated that the youth know that security will only make them leave the park. Mr. Flores stated that security will soon have a higher level of authority to ticket anyone breaking the law. Chairperson Wood stated that he's seen a young man walking through the park with a spray paint can. Mr. Flores stated that all of these issues will be addressed within the new security contract. He stated that our security team assisted with the student body at Hosler Middle School during the bomb scare that took place at Abbott Elementary recently. B. Community Awards Committee Member - Mr. Flores stated that the City is in search of someone to serve on a committee that awards community members for their volunteer efforts in the City. He stated that he has concerns over how the awardees are chosen and has brought this issue to the Recreation Director's attention. Commissioner Hernandez asks who chooses the individuals. Mr. Flores stated that currently the City's Recreation Consultant, Shawn Powell-Furillo chooses the individuals to receive the awards. Chairperson Wood stated that former football players are getting awards from the City of Lynwood even though they haven't worked with our youth. Mr. Flores asks if anyone is interested in volunteering on this committee. Commissioner Harper and Vice Chairperson Gutierrez volunteer to serve. Chairperson Wood stated that four youth were recognized at a recent Angels game. He encouraged everyone to attend the Aquafina Pitch, Hit & Run event at 9 a.m. on Saturday, 4/4/09 in Lynwood City Park. Scheduled Matters: Continued C. Ham Park Update -Arsenio Frontela, Public Works - Mr. Frontela showed the Recreation & Parks Commission a PowerPoint presentation of the current and proposed plans for the new Ham Park. Some of the components of Phase I include: excavating and grading for sidewalks, .curb and gutter construction, storm drain installation, electrical conduits, and irrigation. Phase II consists of a community building, restrooms, water fountains, lights, enclosed trash cans, central plaza (raised 2-ft. above sidewalk level), wheelchair ramp, basketball court, walkways, baseball field with metal bleachers, playground equipment, and parking for 34 cars. There will also be picnic areas and fitness stations. The Commissioners had many questions for Mr. Frontela. This is a sampling of what they asked: Chairperson Wood: Will there be a Soccer field? Mr. Frontela: He is not sure if there will be a field specifically designated for Soccer. Chairperson Wood: Will there be lights on the baseball field? Mr. Frontela: Lighting is part of Phase II Chairperson Wood: Will there be a fence around the park? Mr. Frontela: Yes, the park will be fenced on Atlantic Avenue near the baseball field. Commissioner Harper commented that the picnic area is far from the restrooms. This is hard for the little children and the senior citizens. Chairperson Wood: Will there be more than 34 parking spaces? Mr. Frontela: Yes, additional parking is planned for Phase II Chairperson Salazar: When is the opening date for the park? Mr. Frontela: The opening date will be sometime at the end of May 2009. Chairperson Salazar: How will grass be kept from becoming dirt? Mr. Frontela: The park will not be seeded; hardy sod is being used and lots of maintenance will help keep the grass from becoming dirt. The City is trying to purchase a particular type of mower to cut the grass. Commissioner Hernandez: What size is the Basketball court? Mr. Frontela: It is a 50' x 84', full-sized, professional court. Commissioner Hernandez: Will there be a snack bar or a hot food kitchen? Mr. Frontela: There will be a small snack bar inside the building in Phase II. There will be no kitchen for hot food. Current Programs/Activity Report -None XI) Commission OraIS: (Please abide by the 3-minute time limit for each Commissioner) • Chairperson Wood - He stated that it was nice to be at the meeting as he was in the hospital having surgery at this time last month. • Commissioner Harper -She stated she is glad to be here. She apologizes for forgetting the last meeting. She looks forward to seeing improvements. She would like to see all sports programs recognized (Baseball and Basketball) as well as Soccer. Mr. Flores stated that not all sports have been highlighted in the paper as of yet. Commissioner Harper stated that youth playing sports ask her why they haven't been recognized. She asks that we be fair and give all children recognition. • Vice Chairperson Gutierrez -She stated that citizens have complained at Council Meetings that their landlords don't want yard sales. Vice Chairperson Gutierrez asked if they can hold swap meets like Compton and Downey. Commissioner Salazar stated that there is not enough real estate here in the City to accommodate a swap meet. Mr. Flores stated that the park cannot be used because youth programming can't be shut down and the grass will be destroyed. Vice Chairperson Gutierrez suggested the Hosler Middle School parking lot. The City could charge a $20 fee per day for 2 days. Mr. Flores stated he would look into it. • Commissioner Hernandez -She stated that the sports programs were recognized for their donation of toys at a Recreation & Parks Commission meeting in January 2009. Commissioner Hernandez stated that she attended the Happy Hour Night Bingo at the Senior Center and she had lots of fun. She encourages everyone to attend; they may win the jackpot. • Commissioner Salazar - He stated that the awards program may have to recognize under-12 girls for Soccer in Davis, CA. There are four all-star teams. Mr. Flores requested that Commissioner Salazar take photos and write a brief description of the teams to submit to our local paper. XII) Adjournment: The meeting was adjourned to the next regularly scheduled meeting to be held at 5:00 p.m. on April 28, 2009 in the Lynwood City Hall Council Chambers.
