SUMMARY STATEMENT: We would
like to realign the City departments to combine Parks and Recreation. Given the current challenges facing the Golf Department, we are constantly seeking ways to free up resources or
do things better to help. With the Council’s emphasis on the development of Riverfront Park and the overlap between Parks and Recreation on what will be a huge undertaking, there are
additional benefits to combining the departments at this time. The fact that we are in the budget formulation stages and just beginning summer programming, making this change at this
time is also important. As of June 5th I have made contact with the chair of the Recreation Committee, he is supportive. Dan and Brock are also supportive of the change and have begun
work on how to make the transition as smooth as possible. I do not anticipate any change in Dan’s level on the salary kinds and levels chart, but there may be a change in Brock’s.
I intend to discuss this at the Riverfront Park combined meeting on June 10th but barring any significant opposition, anticipate asking Council to support the change effective immediately.
The Golf department is clearly in need of help, and removing workload from Dan and “sharing the wealth” with Brock can only help. Dan will continue to assist Brock and Monika on turf,
tree, and shrub related issues, as well as provide technical advice on other areas. We will maintain a transfer from Parks to Golf to offset the costs of the Golf mechanic maintaining
Parks equipment as well as any costs of shared staff.
RECOMMENDED ACTION: Support the realignment of the Parks Department as presented.
