WORKSHOP MEETING HELD BY THE GULF STREAM TOWN COMMISSION ON FRIDAY, MARCH
27, 1992 AT 9:00 A.M. IN THE GULF STREAM TOWN HALL, 100 SEA ROAD, GULF
STREAM, FLORIDA.
I. Call to .Order Mayor Koch called the meeting to order at 9:00 A.M.

IV. Comprehensive Water Reduction Strategy Plan
Town Manager Harrington explained that when the Comprehensive Plan
for the Town of Gulf Stream had been reviewed by the Department of Community
Affairs, it had not been approved due to the water consumption in Gulf
Stream being computed at a very much higher amount that the state average.
In order for the plan to get approval, it was necessary that the town
enter into a stipulation with the Department of Community Affairs wherein
the town was mandated to reduce water consumption by 50% by the year 2000.
Mr. Harrington added that as a result of conservation efforts over the past
two years, consumption has been reduced by approximately 20 %. He pointed
out that at the time the plan was prepared, there was no historical data
to justify the water consumption being so much greater than the state
average. Mr. Harrington advised that he is now constantly gathering current
data which will be used to change the methodology from a per capita
measurement to one based on the number of housing units since,the lot
sizes and amount of landscaping to be maintained is much higher than the
state average. He felt that with proper background data, DCA could be
pursuaded, at the time the plan is mandated for review (1994), to accept
the new methodology.
Mr. Harrington advised that he had included as Section VI. in the
Comprehensive Water Reduction Strategy, Program Recommendations, which
contains a number of suggested programs directed at accomplishing water
reduction. He asked direction from the Commission as to how many, if any,
the town would want to pursue. Following is a list of those that were
selected. A full description of each is contained in the Comprehensive
Water Reduction Strategy document.
P.1 - Water Conservation Bulletin to be mailed to residents three
times each year. (to be implemented as soon as possible)
P.3 - Xeriscape Demonstration Project to be investigated with regard
to funding sources and possible locations for the project.
E.2 - Water Conservation Library. Material to be gathered and placed
in library for review by residents.
E.3 - Water Use Audits would involve Town water personnel examining
water use practices of individual customers and making recom -
mentations. Costs involved are to be analyzed with a report
to the Commission. (to be accomplished as soon as possible)

- Gulf Stream School Educational Program & Poster Contest to
educate school -age children about water conservation issues.
- Minimum Xeriscape Requirements to be applicable to new
construction thru an enabling ordinance.
- Irrigation System Standards to be applicable to new construction
thru an enabling ordinance.
- Reduced Permit Fees for Irrigation System Retrofitting to
encourage property owners to upgrade existing irrigation systems
to the new standards thru an enabling ordinance.
- Restricted Irrigation Operation. Keep the existing ordinance
intact, which contains the same language as that which is
used by the South Fla. Water Management District when their
restrictions are in place.
- Irrigation Operator Certification. A voluntary registration of
names, addresses, and phone numbers of the persons responsible
fcrthe operation of the irrigation systems at each residence
so they can be contacted to correct violations.
- Revised Water Billing System to be investigated with regard to
a possible inverted rate structure, while preserving a minimum
fee, with an analysis of the profits over the last 5 years
being a part of the consideration.(to be done as soon as possib3o
- Police Enforcement of irrigation regulations to continue.
- Site Plan and Building Plan Review to cover the requirements
of R.1, R.3, and R.4.
- Monitoring Programs consisting of month to month and year to
year comparisons of water use with reports to the Town Com-
mission bi- monthly.
- Goal Obtainment Monitoring advising the Town Commission of
the results on a bi -month basis.
- Excessive Use Consumer Audits would involve establishing average
bi- monthy usage rates for all consumer groups & sub - groups
and then determining whcnexceedsthe average, with those exceed-
ing the average being subject to a monitoring program. The
Commission directed that the capability for this be developed.

Number 92/3 was assigned to the proposed ordinance. The Commission
directed that the document be amended to include the provision that the
equipment be fully screened from off - premises view, and then placed on
first reading as soon as possible.

The Attorney was directed to review the appearance and /or nuisance
codes in an effort to make them more restrictive and in the event it is
found that upgraded lien provisions are not applicable to any such violat-
ions, review the State Statutes regarding the establishment of a code
enforcement board comprised of the members of the Town Commission.

The Town Attorney was directed to prepare an ordinance to provide
that violations of appearance and nuisance ordinance; would automatically
result in fines and /or liens being assessed. The Attorney was also directed
to investigate if it would be possible to establish one lien to cover
successive unpaid fees rather than having to file additional liens period-
ically.

The Town Commission made a code interpretation that those pools,
which in the opinion of the Planning and Building Administrator, comply
with swimming pool regulations in the Code, including landscape provisions
which will be added and which in the opinion of the Town Manager would not
have a significant impact upon surrounding area of the general community,
are not subject to site plan review. In addition and in connection with
this interpretation, they directed that the swimming pool code be amended
to provide that landscaping must be included with the installation of a pool.
X. Visibility Problems at Intersections.
Commissioner Armour presented pictures of various intersections
which appear to present a hazard due to landscape material obstructing
the vision. He advised these were taken by Mr. Harry Kates as a result
of Mr. Kates being asked to remove some new plantings that he had placed
at an intersection, in the right -of -way on Ave. Au Soleil. Mr. Kates
was in attendance and advised that he felt he had been singled out in
being asked to remove his new plantings since there were many others that
are violating as shown in the pictures. Mr. Kates believed the town was
practicing selective enforcement and insisted that it be discontinued.
The Commissioners advised Mr. Kates that the town is not practicing
selective enforcement and that he has not been singled out. They pointed
out to Mr. Kates that the landsacping in most of the pictures had been in
place for a number of years and each area will need to be reviewed to
determine what needs to be done to provide reasonable safety. They further
pointed out that where new plantings are in violation, it is reasonable
Gto have them corrected promptly rather than letting the problem grow.
The Commission directed that the police department survey the entire town
and list the intersections that would be considered unsafe, rating each
as to the degree, and taking into consideration the classification of the
street and its location. The Commission further directed the Town Manager
to investigate standards for material and height of same at intersections.

10, 1992 at 9:00 A.M. in the Commission Chambers of the Town Hall,
100 Sea Road, Gulf Stream, Florida will have on the agenda the
adoption of the following:
ORDINANCE NO. 92/1: AN ORDINANCE OF THE TOWN
COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH
COUNTY, FLORIDA, AMENDING CHAPTER 9 OF THE CODE OF
ORDINANCES RELATING TO TRAFFIC SO AS TO ALLOW FOR
THE OPERATION OF GOLF CARTS ON TOWN STREETS LOCATED
EAST OF THE INTRACOASTAL WATERWAY; PROVIDING FOR
SEVERABILITY; PROVIDING FOR THE REPEAL OF ORDINANCES
IN CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING
AN EFFECTIVE DATE.
The proposed ordinance noticed here is available to the public in
the office of the Town Clerk in Town Hall, 100 Sea Road, Gulf
Stream, Florida.
